Sanidad adjudica por libre designación una secretaría de alto cargo directivo

The Regional Ministry of Health and Social Welfare of the Regional Government of Castilla y León has resolved the public call to fill, through the system of free appointment, a high-ranking secretariat position within its management structure. The decision is formalized in Order SAN/976/2026, of September 28, published in the Official Gazette of Castilla y León (BOCYL) no. 191, of Thursday, October 1, 2026, in section I.B.1 of appointments, situations, and incidents, pages 15 to 17. The position is awarded to the civil servant José Luis Rodríguez Gallego.

The origin of the call

The resolution concludes the procedure opened by Order SAN/732/2026, of July 30, published in the Official Gazette of Castilla y León no. 149, of August 4, 2026, which announced the public call for the position via free appointment. Once the deadline for submitting applications had passed and having reviewed the report from the head of the superior body to which the position is attached, the Regional Ministry issues a final resolution.

The Regional Minister justifies the award on the grounds that, among the applications received, the appointed official possesses the necessary accredited merits and professional experience for the optimal performance of the duties. The authority for the appointment derives from Article 26.1 g) of Law 3/2001, of July 3, of the Government and Administration of Castilla y León, and Article 48.2 of Law 7/2005, of May 24, of the Civil Service of Castilla y León.

Characteristics of the awarded position

The assigned destination corresponds to the General Directorate of Health Planning, Research, and Innovation, with the following conditions detailed in the annex of the order:

  • Designation: High-Ranking Secretary.
  • Job position list code (R.P.T.): 55393.
  • Classification group: C1, C2; level 18; specific supplement 06.
  • Administration of origin: A5, civil service personnel from all public administrations.
  • Location: Valladolid.

Deadlines for cessation and taking office

The order establishes an immediate schedule for incorporation into the new destination:

  • The awarded official shall, where applicable, cease their previous assignment within three business days following the publication of the order in the BOCYL.
  • The assumption of the destination post shall take place on the business day following the cessation.
  • If the resolution entails reinstatement to active service, the period for assuming the post shall be ten business days from the day following publication.
  • If the official is on leave or license on the day of assumption, it shall take place on the day following the end of said leave.
  • The period between cessation and assumption is considered active service in the new post and shall be remunerated.
  • The records of cessation and assumption must be sent to the General Personnel Registry within three days following their formalization.

Appeals Process

Against the order, which exhausts administrative remedies, a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Valladolid within two months from the day following its publication. Previously and optionally, a motion for reconsideration may be filed before the Regional Ministry of Health and Social Welfare within one month. The order is signed in Valladolid on September 28, 2026, by the Regional Minister of Health and Social Welfare, Alejandro Vázquez Ramos.

The resolution consolidates a movement in the administrative leadership of the regional health area, as the position is assigned to the general directorate responsible for health planning, research, and innovation. For public employees and candidates of the Community, the case further illustrates the functioning of the free appointment system: public call in the BOCYL, assessment of merits and experience, and fixed deadlines for cessation and assumption that guarantee the continuity of service.
