Sanidad adjudica cuatro destinos por concurso de méritos entre funcionarias de carrera

The Regional Ministry of Health of the Community of Madrid has resolved the call for the provision of job positions through the merit-based competition procedure and awards four destinations to four career civil servants. The decision is formalized by Order 1521/2026, of October 1, by the Regional Minister of Health, published in the Official Gazette of the Community of Madrid (B.O.C.M. no. 245) on Wednesday, October 14, 2026, within section I.B, Authorities and Personnel. The text occupies pages 46 to 49 of the gazette.

The call had been approved by Order 782/2026, of May 12, by the Regional Ministry of Health (B.O.C.M. of May 22, 2026), to fill vacant positions within the Ministry through a merit-based competition. The procedure has been processed in accordance with Law 1/1986, of April 10, on the Civil Service of the Community of Madrid; Law 4/1989, of April 6, on the Provision of Job Positions Reserved for Civil Servants of the Community of Madrid; Order 923/1989, of April 20, and Order 2094/1990, of August 31, both from the Regional Ministry of Finance, and, for matters not provided for, Royal Decree 364/1995, of March 10.

The resolution is issued in accordance with the proposal of the Merit Board and the favorable report of the Regional Ministry of Economy, Finance and Employment, by virtue of the competence attributed by article 49.2 of Law 1/1986.

The four awarded destinations

  • Gema Aparicio Ransanz moves to occupy the Food Safety Self-Control Systems Section (position 58304, group A, destination complement level 25 and specific complement of 21,241.44 euros), in the Directorate General of Public Health, Sub-directorate General of Food Safety and Environmental Health. She vacates the position of Technical Health Director (800411).
  • María del Carmen Gómez Álvarez is awarded the Pharmacy Offices Section (59941, group A, NCD 25, 18,741.60 euros), in the Directorate General of Health Inspection and Regulation, Sub-directorate General of Pharmaceutical Inspection and Regulation. She vacates the position of Inspector (79375).
  • María Isabel Marta Morales obtains the Environmental Assessment Section (35550, group A, NCD 25, 21,241.44 euros), in the Directorate General of Public Health, Environmental Health Area. She vacates the position of Senior Public Health Technician (65021).
  • Noelia Pallarés Jiménez is awarded the position of Management Technician (60328, group B, NCD 24, 12,347.40 euros), in the Directorate General of Health Inspection and Regulation, Pharmaceutical Inspection Area. She vacates the position of Sub-inspector (60364).

Deadlines for cessation and taking office

The deadline to take possession of the new destination is three days, counted from the day following the cessation, which must take place within three days following the publication of the resolution. The calculation of the possession periods shall begin when the permits or licenses granted to the interested parties expire, unless the body that granted them agrees to suspend their enjoyment for justified reasons. If the resolution entails reinstatement to active service, the deadline shall be that established by the reinstatement order.

Appeals and authorship

The order exhausts the administrative route, therefore, an optional appeal for reversal may be filed within one month before the same body that issued it, or a contentious-administrative appeal may be filed within two months before the Contentious-Administrative Courts of Madrid, counted from the day following its publication. The text was signed in Madrid on October 1, 2026, by the Minister of Health, by delegation (Order 655/2025, of April 22), by the Technical General Secretary, Francisco Lobo Montalbán. The file is listed under reference (03/16.122/26).

The resolution closes an internal mobility process affecting four career civil servants of the Ministry of Health and reorganizes destinations in the areas of food safety, environmental health, pharmacy, and sanitary inspection. For the remaining public employees who applied for these positions, the publication marks the beginning of the cessation and possession deadlines and opens the route for appeal against the award.
