Health Department awards five discretionary appointments with immediate takeover
Por FactBox Admin

The Regional Ministry of Health of the Regional Government of Castilla-La Mancha has resolved the process for the filling of job positions through the free appointment procedure LD Sanidad F3/2026 and has awarded destinations to five civil servants. The decision is formalized in the Resolution of 10/14/2026, published in the Official Gazette of Castilla-La Mancha (DOCM) No. 202, of October 21, 2026, with the official reference 2026/7530 and on page 37211.
The framework of the process
The call was announced via Resolution of 08/27/2026, from the Regional Ministry of Health, published in DOCM No. 169, of September 3, 2026. The resolution now published considers the procedures required in the sixth and seventh bases of the call to be fulfilled and acts in exercise of the competence attributed by Article 21 of Decree 74/2002, of May 14, on the Filling of Job Positions.
The award is carried out in accordance with the reasoned proposal prepared by the head of the body to which each of the called positions is assigned. The document bears the signature of the Regional Minister of Health by delegation —according to Article 2.c) of Order 138/2019, of August 8, of the Regional Ministry of Health (DOCM No. 162, of 08/16/2019)—, which corresponds to the Secretary General, Inmaculada Gutiérrez Ramírez.
Five destinations between Toledo and Cuenca
The annex of the resolution details the awarded positions, all of which are assigned to the Regional Ministry of Health (code 26):
- Laura Rodríguez Fariñas, group C2, Secretary of the General Secretariat, in the General Secretariat (Toledo), code 13060 a.
- Claudio Arenas García, group A2, Head of the Mediation and Arbitration Service, in the General Directorate of Public Health (Toledo), code 5856 a.
- Lourdes Ruiz Gómez, group A1, Area Coordinator, in the Cuenca Health Area, code 233.
- Lorenzo García Muñoz, group A1, Head of the Public Health Service, in the Provincial Delegation of the Regional Ministry of Health in Cuenca, code 6290 c; comes from provisional assignment.
- M. Pilar González Retana, group A1, Head of the Planning, Organization and Inspection Service, in the Provincial Delegation of the Regional Ministry of Health in Toledo, code 6691 c.
Positions identified with the key “a” are for indiscriminate assignment for civil servant personnel from different public administrations, while those marked with “c” correspond to General and Health Administration positions, also for indiscriminate assignment. The position of Area Coordinator is open to the bodies and scales of the JCCM of the Superior Body and the Superior Body of Local Health Scales.
Cessation, taking office and appeals
The deadlines are particularly tight. The cessation from the previous position must occur the day following the publication of the resolution in the DOCM, that is, on October 22, 2026, and the assumption of office in the obtained position will take place the day following the cessation. Effective incorporation will be postponed, however, until the end of leaves, licenses, vacations, temporary disability situations, or any other circumstance that, while maintaining active service, prevents the effective provision of services.
When the assumption of office determines the reentry into active service, the period shall be one month from the publication. The assigned destination is non-waivable, unless another destination has been obtained through a public call before the deadline for the assumption of office expires.
Against the resolution, which exhausts the administrative route, the following are applicable:
- Contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Toledo, within two months from the day following publication, in accordance with Article 14.2 of Law 29/1998, of July 13.
- Optional appeal for reversal before the head of the Department of Health, within one month, according to Articles 123 and 124 of Law 39/2015, of October 1.
Impact
The resolution closes the LD Sanidad F3/2026 process and fills five positions of trust within the management and provincial structure of the regional health service, two of them in Cuenca and three in Toledo. For the applicants, the calendar leaves little room: cessation is activated the day after publication and the assigned destination does not allow for waiver except in the case of a new appointment via public call.
