San Martín del Rey Aurelio abre ayudas energéticas para hogares vulnerables

The City Council of San Martín del Rey Aurelio has announced energy guarantee grants for specific groups in a situation or at risk of social exclusion for the 2026 fiscal year, with a budget of 40,000 euros. The summary of the call is published in the Official Gazette of the Principality of Asturias (BOPA) no. 190, dated October 1, 2026, section IV (Local Administration), with the official reference 2026-07861 and the identifier BDNS 931372. Applications may be submitted within 15 business days starting from the day following the publication of the summary.

The regulatory framework of the call

The call is supported by articles 17.3.b and 20.8.a of the General Subsidies Law 38/2003, of November 17, and is governed by the regulatory bases approved by the City Council and published in BOPA no. 118, of June 22, 2026. The announcement was signed by the Mayor-President of San Martín del Rey Aurelio on September 24, 2026.

The program is officially titled “Energy Guarantee Grants for Specific Groups in a Situation or at Risk of Social Exclusion Year 2026” and its purpose is to facilitate the payment of basic housing utilities for those who have special difficulties in affording them, providing an immediate response to situations of risk of social exclusion.

This initiative joins other similar calls processed by Asturian city councils in recent weeks, such as those of Piloña (25,000 euros, BOPA no. 186, of September 25, 2026), Parres (34,000 euros, BOPA no. 188, of September 29, 2026) and Tineo (BOPA no. 188, of September 29, 2026).

Who can apply for the grants

According to the first section of the summary, the following may be beneficiaries:

  • Natural persons who hold an electricity and/or gas energy supply contract in force on the date of application submission, or who justify the use and consumption of other energies.
  • Tenants who, without being the holders of the supply contract, are obliged to pay according to the current lease agreement or provide a sworn statement from the lessor along with the original receipts.
  • Persons included in the two previous cases who do not have a contract in force and have had their supply cut off due to non-payment of bills.

Properties without a certificate of occupancy as a dwelling (commercial premises, ground-floor units, businesses, storage rooms) and premises used as dwellings are excluded, as are persons or families proposed as targets for intervention by the PPIS or EITAF programs who have rejected the intervention or do not cooperate.

What expenses are covered and how to process it

The aid is intended for basic housing supplies: electricity, gas, and other energy sources such as coal, firewood, or heating oil, as well as the reconnection of energy supplies following a power cut. Priority groups include single-parent families, women victims of gender-based violence, unemployed persons, pensioners, and low-income individuals.

The application is formalized using the model in Annex I of the guidelines, signed by all persons over 16 years of age registered at the residence, and submitted to the Social Work Unit corresponding to the town of residence or through any of the means provided for in Article 16.4 of Law 39/2015, of October 1. The required documentation includes:

  • ID (DNI) of the applicant and all registered residents, family book, or birth certificates for those under 16 years of age.
  • Certificate of coexistence of the family unit, which is requested ex officio.
  • Certificate from the INSS, employment history report, bank statements from the previous three months, and IRPF (income tax).
  • Proof of income for employees and self-employed workers, unemployment benefits, and social salary or minimum vital income.
  • Invoices and proof of payment or reconnection quotes from the supply companies.
  • Lease agreement or mortgage, creditor form, and the responsible declaration from Annex II.

Relief for households with power cuts

The call expressly includes households that have already suffered a supply cut due to non-payment, a scenario that usually falls outside ordinary aid lines and leads many families to the effective loss of basic habitability conditions. With 40,000 euros in credit and a deadline of fifteen business days, the City Council of San Martín del Rey Aurelio thus activates an emergency instrument for the groups most affected by energy poverty in the council, access to which depends on the submission of the application within the deadline and the accreditation of the socioeconomic situation before the municipal social services.
