San Martín de Trevejo extends its membership to the Central Procurement Agency

The Provincial Council of Cáceres and the City Council of San Martín de Trevejo have signed the extension of the adhesion agreement for this municipality to the provincial Central Procurement Office, extending its validity for an additional period of four years. The document, signed electronically on August 27, 2026, is published in the Official Gazette of the Province of Cáceres on September 2, 2026, in Section I of Local Administration, with reference BOP-2026-4132.

The extension responds to the will of both parties to provide continuity to a service that allows for the application of the principles of administrative simplification and economies of scale in the procurement of goods and services for the municipality.

A regulatory framework for centralized procurement

The Central Procurement Office of the Provincial Council of Cáceres was established by an agreement of the provincial Plenary adopted in the session of May 26, 2022, in order to exercise the procurement competencies of the municipalities and entities that adhere to it. Its legal regime is supported by articles 218 to 230 of Law 9/2017 on Public Sector Contracts (LCSP).

The initial adhesion agreement of San Martín de Trevejo established an expiration date of October 11, 2026. Given the proximity of that deadline, the municipality formally requested the continuity of its affiliation.

The agreements supporting the extension

The processing of the extension required the agreement of the competent bodies of both institutions:

  • The Plenary of the Provincial Council of Cáceres, in the session of July 30, 2026, agreed to generally accept the requests for extension of the adhesion agreements from the city councils and adhered entities that request it, authorizing its Presidency to sign the documents.
  • The Plenary of the City Council of San Martín de Trevejo, in an extraordinary session held on August 26, 2026, adopted the mandatory agreement requesting the extension.

The document has been signed by the president of the Council, Miguel Ángel Morales Sánchez, and by the mayor of San Martín de Trevejo, Ismael Frade Ambrosio.

Validity and conditions of the extension

The extension extends the validity of the adhesion agreement for an additional period of four years, starting from the day following its formalization. During this period, all clauses and operating instructions contained in the original adhesion agreement, approved in accordance with annexes I and II of the agreement establishing the Central Procurement Office of May 26, 2022, shall remain fully in force and applicable.

This document is administrative in nature. Any litigious issues that may arise regarding its interpretation, modification, termination, and effects shall be resolved by the Provincial Council of Cáceres, whose resolutions shall exhaust the administrative route; appeals may be filed against them via contentious-administrative proceedings before the Contentious-Administrative Courts of Cáceres, in accordance with Law 29/1998, of July 13.

A boost to municipal efficiency

The continuity of San Martín de Trevejo in the provincial Central Procurement Office reinforces the shared management model promoted by the Provincial Council, which allows small municipalities to access more advantageous purchasing conditions and reduce the administrative burden of their own procedures. With this extension, the Cáceres municipality ensures a stable and centralized framework for the procurement of its goods and services for the next four years.
