San García de Ingelmos approves an extraordinary credit of 155,242 euros

The City Council of San García de Ingelmos has definitively approved an extraordinary credit file for the amount of 155,242.64 euros, financed from the liquid treasury surplus. The agreement, adopted by the municipal plenary, is published in the Official Gazette of the Province of Ávila number 1748/26, dated September 2, 2026, as no allegations were presented during the public exhibition process.

The definitive approval is carried out for the purposes of Article 169.3 of Royal Legislative Decree 2/2004, of March 5, which approves the Recast Text of the Law Regulating Local Treasuries. The announcement, signed by Mayor Emilio Lalanne Canfranc in San García de Ingelmos on August 25, 2026, incorporates the summary by chapters of the budget once the modification has been applied.

Expenditure Budget Detail

The extraordinary credit is distributed among five chapters of the expenditure budget, with the bulk of the allocation concentrated in current expenses for goods and services:

  • Chapter 1 (personnel expenses): 32,500.00 €
  • Chapter 2 (current expenses for goods and services): 90,443.12 €
  • Chapter 3 (financial expenses): 150.00 €
  • Chapter 4 (current transfers): 1,800.00 €
  • Chapter 6 (real investments): 30,349.52 €
  • Total: 155,242.64 €

Financing via the Revenue Budget

The revenue side is structured through seven chapters, which sum to the same total amount and guarantee the budgetary balance of the operation:

  • Chapter 1 (direct taxes): 24,900.00 €
  • Chapter 2 (indirect taxes): 550.00 €
  • Chapter 3 (fees and other income): 6,500.00 €
  • Chapter 4 (current transfers): 49,705.00 €
  • Chapter 5 (patrimonial income): 19,203.75 €
  • Chapter 7 (capital transfers): 28,610.89 €
  • Chapter 8 (financial assets): 25,773.00 €
  • Total: 155,242.64 €

Appeal Period

Against the plenary agreement, interested parties may file a contentious-administrative appeal before the High Court of Justice of Castilla y León within a period of two months, counted from the publication of the announcement in the official gazette. The appeal is directed against the definitive approval of the extraordinary credit file.

The operation allows the municipality of Ávila to address expenditure needs not initially foreseen in the current budget, utilizing available treasury resources without the need to incur new debt. For the residents of San García de Ingelmos, the publication in the BOP closes the administrative procedure and opens the judicial route for those who consider their rights to have been violated, in a municipality that thus reinforces its investment and service provision capacity.
