San Fernando initially approves the housing ordinance for homeless people

The Plenary Council of San Fernando, in an ordinary session held on July 31, 2026, adopted the agreement in item 111 of the agenda to initially approve the Regulatory Ordinance of the Municipal Public Service for Alternative Accommodation of the Care Center for Homeless People of San Fernando. The announcement is published in the Official Gazette of the Province of Cádiz, number 170, dated September 3, 2026, page 28, with reference number 270.845.

The new regulation governs the establishment of this service as a local public service under municipal ownership, integrated within the scope of Community Social Services and intended for the immediate care of people in a situation or at risk of residential exclusion. In doing so, the municipality provides its own regulatory framework for an alternative accommodation resource aimed at one of the most vulnerable groups in the locality.

Public information and hearing

In accordance with Article 49 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, the file and the text of the Ordinance are submitted to the process of public information and hearing of interested parties for a period of thirty business days, through the publication of the announcement in the Official Gazette of the Province of Cádiz and on the City Council’s Electronic Notice Board.

During this period, the file may be consulted at the offices of the Municipal Delegation of Social Services, at Isaac Peral 11 and 13 street. The full text of the initially approved Ordinance will be published during the public information process on the municipal Electronic Notice Board, for the purposes established in Article 13.1.c) of Law 1/2014, of June 24, on Public Transparency of Andalusia.

Deadlines and effects of approval

During the period of public information and hearing, interested parties may submit any claims and suggestions they deem appropriate. If none are submitted, the Ordinance shall be understood as definitively approved without the need for a new plenary agreement, proceeding to the full publication of its text in the Official Gazette of the Province of Cádiz, in accordance with Articles 49 and 70.2 of Law 7/1985.
