San Esteban de Litera puts seven affordable rental homes out to tender

The San Esteban de Litera City Council has announced a public tender for the lease of seven energy-efficient and affordable municipal homes, located in the building at C/ Mayor nº 1 in the town. The call, agreed upon by the Plenary in an ordinary session on July 8, 2026, is published in the Official Gazette of the Province of Huesca number 175, dated September 14, 2026 (reference BOPH-2026-175028).

The homes, which are new constructions, have a total surface area of 458.83 m² distributed across the ground, first, and second floors, and must be used as the habitual and permanent residence of the tenants. The rental price is set at €5.00/m² per month, with monthly rents ranging between €205.60 and €401.45.

Regulatory Framework and Financing

This action is part of the subsidies granted under Royal Decree 853/2021, of October 5, within the Recovery, Transformation and Resilience Plan (PRTR) funded by the Next Generation EU Funds. Therefore, the income of the applicants’ family unit must be less than 5 times the IPREM, in accordance with the conditions imposed by said grants.

The procedure is processed as a lease of a patrimonial asset by tender, pursuant to Article 107.1 of Law 33/2003, of November 3, on the Patrimony of Public Administrations, following ordinary processing. The awarding entity is the San Esteban de Litera City Council itself, with the processing of the file corresponding to the Municipal Secretariat-Intervention.

The Seven Homes and Their Rents

The building houses seven homes with different surface areas, layouts, and maximum occupancy, whose monthly rents are fixed as follows:

• Home A – Ground Floor (1 bedroom, 41.12 m²): €205.60, 2 people.
• Home B – Ground Floor (2 bedrooms, 74.15 m²): €370.75, 4 people.
• Home A – 1st Floor (2 bedrooms, 49.25 m²): €246.25, 3 people.
• Home B – 1st Floor (2 bedrooms, 74.15 m²): €370.75, 4 people.
• Home A – 2nd Floor (2 bedrooms, 80.29 m²): €401.45, 3 people.
• Home B – 2nd Floor (1 bedroom, 61.87 m²): €309.35, 2 people.
• Home C – 2nd Floor (2 bedrooms, 78.00 m²): €390.00, 4 people.

Submission of Bids and Awarding

Natural persons, Spanish or foreign, with full legal capacity who meet the access requirements of the fourth clause of the Particular Administrative Clauses Specifications may bid. Proposals shall be submitted in two sealed envelopes: Envelope A containing the administrative documentation and Envelope B containing the economic offer and social criteria.

• Deadline: ten (10) business days from the day following the publication in the BOP of Huesca.
• In-person submission: offices of the San Esteban de Litera City Council, Plaza España nº 1.
• Electronic submission: electronic office of the City Council (sanestebandelitera.sedelectronica.es).
• Opening of bids: sixth business day after the deadline, before the Contracting Board.

The award will be evaluated based on social criteria (age, family situation, and location of professional activity) and the economic criterion of a fixed price, with a maximum score of 75 points. The announcement was signed on September 10, 2026, by the mayor-president, Fernando Sabés Turmo.

The call represents a significant opportunity for families in the Litera region with moderate incomes, by offering new and efficient housing at a price well below the market, within the framework of the European affordable housing strategy. The result of the evaluation will be notified to the bidders and published on the municipal electronic office.
