San Cibrao das Viñas expón o padrón da auga do polígono de setembro

The City Council of San Cibrao das Viñas has opened the public exhibition period for the tax roll for water supply and meter maintenance services, sanitation, and wastewater treatment of the Industrial Estate, corresponding to the month of September 2026. The announcement, signed by Mayor Marta Nóvoa Iglesias, is published in section IV (Local Entities) of the Official Gazette of the Province of Ourense on October 23, 2026, with official reference 352981 and registration number R. 2.508. Interested parties have 15 days from the date of publication to examine the document and present any claims they deem appropriate.

The tax roll was approved by the Mayoral Decree of October 9, 2026, once the concessionary company for the domestic drinking water supply, sanitation, and wastewater treatment service configured the data corresponding to the period. The document refers exclusively to the scope of the Industrial Estate, therefore affecting the companies and industrial users connected to the municipal networks of that area.

The processing follows the same scheme that the Council applied to the previous tax roll, that of July 2026, published in the BOP on August 26, 2026 (reference 352335) and approved by mayoral decree on August 12. In that case, the exhibition period was also 15 days and the public service point was the same.

Fifteen days to review the settlements

The consultation of the tax roll takes place at the office of Espina e Delfín SL, the service management company, located on National Road 525, in the municipality of San Cibrao das Viñas. The service hours are from 9:00 to 13:30, Monday to Friday.

  • Exhibition period: 15 days from publication in the BOP.
  • Location: office of Espina e Delfín SL, National Road 525, San Cibrao das Viñas.
  • Hours: 9:00 to 13:30, Monday to Friday.
  • Object: taxes for drinking water supply, meter maintenance, sanitation, wastewater treatment, and water canon.

During this period, interested parties may examine the document and, if applicable, file the appropriate claims against the included settlements.

Notification effects and collection notice

The announcement is not a simple informative procedure. Publication in the Official Gazette of the Province produces the effects of express notification under article 102.3 of Law 58/2003, of December 17, General Tax Law, and constitutes a collection notice according to article 24 of Royal Decree 939/2025, of July 29, which approves the General Collection Regulations.

Payment must be made at the offices of Espina e Delfín SL open to the public during the indicated hours. Once the voluntary period has elapsed, outstanding debts will be demanded through enforcement proceedings, including late payment surcharges, default interest, and any costs incurred.

The water canon and the economic-administrative route

The procedure for collecting the water canon during the voluntary period is unified with the one used for the collection of fees corresponding to the supplying entity for the water supply service. Failure to pay within this period results in the canon being demanded directly from the taxpayer via enforcement proceedings, under the responsibility of the department competent in Treasury matters of the Xunta de Galicia.

The repercussion of the canon may be subject to an economic-administrative claim before the economic-administrative body of the Autonomous Community of Galicia within one month from the date the notification is understood to have been produced.

Appeals against the register

Against these acts, a motion for reconsideration may be filed before the mayor prior to the contentious-administrative appeal provided for in article 14.2 of Royal Legislative Decree 2/2004, of March 5, which approves the recast text of the Law regulating local treasuries, under the terms established in said precept.

The opening of this procedure directly affects the companies of the San Cibrao das Viñas Industrial Estate, one of the main productive hubs of the province: the 15-day period is the only window to dispute the settlements before collection enters the executive phase, with the consequent surcharge and late-payment interest.
