Samper opens allegations for the expansion of a macro-farm to 350 spaces
Por FactBox Admin

The Samper de Calanda City Council has opened for public review file 34/2026, regarding the substantial modification of the environmental license for a beef cattle farm that would increase from 100 to 350 places. The announcement, with official reference 2026-3041, is published in the Official Gazette of the Province of Teruel (BOPTE) number 201, corresponding to October 20, 2026, and grants a period of fifteen calendar days to examine the file and submit allegations.
The processing complies with Article 77.3 of Law 11/2014, of December 4, on Environmental Prevention and Protection of Aragon, which requires substantial modifications of environmental licenses for classified activities to be submitted for public review. The competent body is the Samper de Calanda City Council, acting as the processing council for the file in its capacity as the local administration affected by the livestock installation.
The application is submitted by PECOS, S.C., which is promoting the expansion of an existing farm, not a new installation. The announcement does not detail the number of animals per place nor the annual census, but it does specify that the activity takes place on rural land within the municipal district and does not require new construction.
From 100 to 350 places without building expansion
The project consists of increasing the capacity of the beef cattle farm from the current 100 places to 350, meaning multiplying by 3.5 the number of animals the facility can house. According to the published text, the modification is proposed “without building expansion,” such that the increase in capacity would rely on the already constructed warehouses.
The technical data contained in the announcement are as follows:
- Promoter: PECOS, S.C.
- Activity: beef cattle farming (environmental license for classified livestock activities)
- Current status: 100 places
- Requested status: 350 places
- Location: polygon 505, plot 201, municipal district of Samper de Calanda
- Planned work: no building expansion
- Municipal file: 34/2026
Fifteen calendar days to appeal
The public review period is fifteen calendar days and begins to count from the day following the publication of the announcement in the BOPTE, that is, from October 21, 2026. The period therefore extends until November 4, 2026, without prejudice to the counting criteria applied by the acting administration.
During this time, allegations or observations may be formulated by “those who may be affected” by the installation, according to the wording used in the announcement itself. The opening of the procedure does not imply the authorization of the expansion: the environmental license will be resolved after evaluating the file and the allegations submitted.
Consultation of the file at offices and electronic headquarters
The file may be examined at the municipal offices of the Samper de Calanda City Council and at the corporation’s electronic headquarters, excluding data and documents protected by applicable regulations. The announcement does not specify public service hours nor a specific email or electronic procedure for the submission of writings; therefore, the registration channel will be the usual one of the council.
The text is published in the Local Administration section of the provincial bulletin, within the section dedicated to municipalities, and bears the order number 2026-3041 on page 52 of the issue.
The expansion affects a small municipality in Bajo Martín, where a facility for 350 fattening livestock modifies the scale of local livestock activity and the associated vehicle traffic. The procedure opens the door for neighbors, environmental organizations, and other administrations to comment on the impact of the operation before the city council resolves the license.
