Salvatierra is left without a comptroller or treasurer after the positions were declared vacant
Por FactBox Admin

The Salvatierra City Council is left without national-level civil servants. The Foral Government Council of the Provincial Council of Álava has approved Agreement 617/2026, dated September 29, which resolves the ordinary competition for the provision of positions reserved for civil servants with national qualification and declares the intervention and treasury positions of the municipality vacant due to a lack of applications. The agreement is published in the Official Gazette of the Historical Territory of Álava (BOTHA) number 114, dated October 5, 2026, with reference 2026-02803.
The ordinary competition was convened by Agreement 269/2026, of the Foral Government Council dated May 5, for the definitive provision of vacant positions in the Historical Territory of Álava reserved for local administration officials with national qualification. The resolution is adopted under the second additional provision, section 7, of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and the fifth additional provision in relation to articles 35 and following of Royal Decree 128/2018, of March 16.
The absence of candidates is documented in the file through a Mayoral resolution dated August 5, 2026, forwarded by the municipal secretariat on August 11. The agreement was proposed by the deputy for Territorial Balance and Territorial Planning and signed by the General Deputy, Ramiro González Vicente; the foral deputy, Laura Pérez Borinaga; and the director of Territorial Balance, Javier Gorbeña García.
The positions that remain vacant
The agreement declares the two unassigned positions vacant, with the following characteristics:
- Sub-scale: intervention-treasury.
- Category: entry.
- Class 2nd Intervention, Salvatierra City Council.
- Category: entry or higher (indistinctly).
- Treasury, Salvatierra City Council.
Next unitary competition
Positions that have remained vacant or have not been assigned by the local corporation for other reasons will be included in the next unitary competition for the provision of positions reserved for local administration officials with national qualification, in compliance with the provisions of articles 29.2 and 43 of Royal Decree 128/2018, of March 16.
Appeal deadlines
Against the agreement, which is final in the administrative process, the following may be filed:
- Contentious-administrative appeal before the Contentious-Administrative Jurisdiction within two months, pursuant to Article 46 of Law 29/1998, of July 13.
- Optional appeal for reversal before the Foral Government Council of the Provincial Council of Álava within one month, according to Articles 123 and 124 of Law 39/2015, of October 1.
- Prior request under Article 44 of Law 29/1998 in the case of Public Administrations.
The decision leaves the Álava council without the two national qualification positions that guarantee economic-financial control and the management of the municipal treasury, functions that remain vacant. Until the next unitary competition is resolved, the City Council of Salvatierra must face these responsibilities without permanent holders, which directly affects the auditing of its accounts and the management of its economic resources.
