Salvador Illa appoints Francesc Xavier Padrós member of the Statutory Guarantees Council.

The president of the Government of Catalonia, Salvador Illa i Roca, has signed Decree 143/2026, of 31 July, appointing Francesc Xavier Padrós Castillon as a member of the Council for Statutory Guarantees. The appointment is published in the Official Journal of the Government of Catalonia (DOGC) number 9722, of 4 August 2026, in the appointments and staff section of the Department of the Presidency.
The appointment is based on Article 77 of the Statute of Autonomy of Catalonia, which assigns to the Council for Statutory Guarantees the function of ensuring that laws and regulations comply with the Statute, and on Article 3 and the third transitional provision of Law 2/2009, of 12 February, on the Council for Statutory Guarantees, which regulate its composition and renewal. The proposal came from the Government of Catalonia, which on 28 July 2026 adopted the agreement to propose the appointment. A consultative body with statutory rank
The Council for Statutory Guarantees is the consultative body of the Government of Catalonia responsible for ensuring that Catalonia’s laws and regulations with the force of law are consistent with the Statute of Autonomy. The appointment conforms to the following regulatory framework:
