The call for applications for the management directorate of Intermediate Care is now open
Por FactBox Admin

The Balearic Islands Health Service has opened the public call to fill, by free appointment, the position of director of management and general services of the Intermediate Care Management. The decision is contained in Resolution no. 10983 of the Minister of Health, signed by delegation of the general director of the Health Service, Javier Ureña Morales, on October 30, 2026. The text is published in the Official Gazette of the Balearic Islands (BOIB) no. 141, of November 5, 2026, and the resulting appointment will be formalized with a senior management contract regulated by Royal Decree 1382/1985, of August 1.
The call is framed within article 26 of Decree 79/2023, of September 22, which establishes the basic organic structure of the Health Service, which attributes to the organic staff of the territorial managements the determination of the designation, number, and remuneration of the remaining members of the management team. Article 69 bis of Law 5/2003, of April 4, on health of the Balearic Islands —introduced by the tenth additional provision of Law 8/2013, of December 23— subjects the appointment and dismissal of the single-person management and administration bodies of the Health Service to the regulations of the instrumental public sector, in particular Law 7/2010, of July 21.
The procedure applies, with the adaptations typical of a selection system, the rules for filling positions by free appointment of civil servant personnel: Decree 27/1994, of March 11, and Decree 33/1994, of March 28, especially articles 28 to 33. The signature of the call corresponds to the general director by delegation of the minister, according to the Resolution published in BOIB no. 160, of November 23, 2023.
Seven business days for applications
- Deadline: seven business days counted from the day following the publication of the resolution in the BOIB.
- Submission: General Registry of the Balearic Islands Health Service or any of the channels of article 16 of Law 39/2015, of October 1.
- Documentation: application according to the model in annex 2 and curriculum vitae with DNI, NIE or passport number, positions held, professional and management experience, academic degrees, studies, courses, presentations, publications, reports and languages.
- Accreditation: supporting documents for the alleged merits and compliance with the requirements must be attached.
- Verification: the Health Service will officially verify personal data through the Interoperability Platform of the Balearic Islands (PINBAL), unless there is express opposition from the applicant.
- Resolution: the process will close with a reasoned resolution from the Minister of Health which will be published in the BOIB.
From economic management to internal security
The position called for assumes the direction, coordination, and evaluation of the units and services of six activity areas, as well as the personnel assigned to them:
- Economic, budgetary, and financial management.
- General administrative management and personnel policy.
- Supplies, logistics, and administrative contracting.
- Hospitality and general services.
- Internal order and security.
- Works and maintenance.
Furthermore, the designated person must provide administrative, technical, and general services support to the Management Directorate, the Medical Directorate, and the Nursing Directorate, and must assume the non-healthcare functions delegated or entrusted to them by the managing director of the Intermediate Care Management. The call requires that the qualification, merits, and experience alleged be in line with these functions.
Evaluation Commission and Requirements
The assessment of applications corresponds to an evaluation commission composed of three titular members and their substitutes:
- President: Óscar González Antequera, from the superior body of the Administration of the Autonomous Community of the Balearic Islands. Substitute: Cecilio García Diéguez.
- Member: Antonia Mas Cantallops, from the technical group of the administrative function of the Health Service. Substitute: Ángel Cogolludo Pastor.
- Secretary: Maria de Lluch Martínez Cañellas, from the superior body of the Administration. Substitute: María Encarnación Cremades Maestre.
Applicants must meet the following requirements before the deadline expires:
- Hold Spanish nationality, that of a European Union state, or that of a state with free movement of workers; non-legally separated spouses and descendants under 21 or dependents may also apply.
- Accredit functional capacity to perform the tasks with a medical certificate before signing the contract.
- Be at least sixteen years of age and not exceed the maximum compulsory retirement age.
- Possess a doctorate, licenciatura, degree, engineering, architecture or equivalent, or alternatively, technical engineering, university diploma, technical architecture, or third-level professional training; foreign degrees must be recognized by the Ministry of Education.
- Not have been separated from service through disciplinary proceedings nor disqualified from public occupations or positions.
Against the resolution, which exhausts the administrative route, an appeal for reversal may be filed within one month or a contentious-administrative appeal before any court in Palma within two months, both counting from the day after publication.
The senior management contract has a duration conditioned by article 69 bis of Law 5/2003: the dismissal of the head of the Department of Health implies its termination, and the new counselor has three months to ratify the appointments or nullify them. With this call, the Health Service defines the profile that will lead the economic management, procurement, personnel, and maintenance of one of the care levels of the Balearic public health system, a key piece for the daily operation of the centers and for the control of health expenditure.
