Salut has appointed Emma Terés as Director of Management of Hospital Son Espases

The Minister of Health has awarded, through the system of free appointment, the position of Director of Management and General Services of the Management of the Son Espases University Hospital of the Health Service of the Balearic Islands to Emma Terés Benjumeda. The decision is formalized in Resolution number 9649, published in the Official Gazette of the Balearic Islands (BOIB) no. 122, of September 29, 2026, and is signed by delegation by the general director of the Health Service, Javier Ureña Morales, on September 25, 2026.

The appointment comes after the call for the provision of the same position, also by free appointment, was published in BOIB no. 111 on September 5, 2026. The position is filled with a senior management contract regulated by Royal Decree 1382/1985, of August 1, and corresponds to the Directorate of Management and General Services provided for in the organic structure of the Hospital Management, established by Decree 79/2023, of September 22.

Six candidacies and an evaluation committee

The Evaluation Committee met on September 22, 2026, to examine the applications submitted. According to the meeting minutes, six applicants were registered, all with the required documentation submitted within the deadline and in the appropriate manner:

• Ana García Durán, degree in Business Sciences and in Business Administration and Management, with experience as a director of administration and financial planning.
• Jaime Manera Pedraza, graduate in Business Administration in July 2026 and, since November 2024, project management administrator and project manager at IDISBA.
• Miguel Ángel Capó Juan, diploma in Physiotherapy and Nursing, graduate in Physiotherapy and doctor in Biosanitary Sciences, with positions in the General Directorate of Dependency of the CAIB.
• Emma Terés Benjumeda, degree in Business Administration and Management.
• Isabel María Rojas Vargas, diploma in Business Sciences, with experience in insurance brokerage.
• María del Carmen Rubio Femenias, graduate in Law and master’s degree for access to the legal profession, lawyer in a law firm.

The committee considered that all applicants were regarded as suitable, ideal, and fit to hold the position and submitted the award proposal to the general director of the Health Service, given the responsibility and special trust required by appointments under the free appointment system.

The profile of the new director

Emma Terés Benjumeda holds a degree in Business Administration and Management, a C1 level Catalan certificate, and a Proficiency level in English, equivalent to C2. Her training related to the position includes a specialization course in clinical management, two courses on coordination and tutoring of internships in administration and finance, a course on concession management techniques, a course on leadership and effective communication, a course on management processes at HUSE, and others in administrative contracting, human resources, and SAP HR and SAP Ecofin.

Regarding experience, she has held management positions continuously since 1999, 27 years ago, and currently serves as the Director of Management and Deputy Director of Management and General Services at the Son Espases University Hospital.

Regulatory framework and appeals

The resolution is framed within Article 55.1 of Decree 39/2006, of April 21, which approves the statutes of the public entity Health Service of the Balearic Islands, which grants the competent counselor in health matters the power of free appointment and removal of management personnel. The signature corresponds to the general director by virtue of the delegation established in the Resolution of the Health Counselor of November 15, 2023, published in BOIB no. 160, of November 23, 2023.

Against the resolution, which exhausts the administrative route, the following may be filed:

• An appeal for reversal (recurso de reposición) before the body that issued it, within a period of one month counting from the day after publication.
• A contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of the Balearic Islands, within a period of two months.

The appointment affects the management leadership of the main public hospital in the Balearic Islands and arrives with an internal profile: the new holder was already part of the center’s management team, so the decision consolidates continuity in the economic and general services management of Son Espases at a time of healthcare pressure on the Balearic public health system.
