Call for applications for the direct appointment of the Nursing Directorate of Son Espases

The Balearic Islands Health Service has opened the public call to fill, by free appointment, the position of Director of Nursing of the Management of the Son Espases University Hospital, with a senior management contract. The call is published in the Resolution of the Minister of Health, reference 9402, in the Official Gazette of the Balearic Islands (BOIB) no. 118, of September 22, 2026, section II (Authorities and personnel), pages 51143 to 51148. The deadline for submitting applications is seven business days counting from the day after publication.

The resolution stems from a clear precedent: the authorized staff of the Management of the Son Espases University Hospital provides for several management positions, including that of Director of Nursing, and the call to fill it must be processed. The appointment and removal of the single-person management and administration bodies of the Health Service are governed by article 69 bis of Law 5/2003, of April 4, on health of the Balearic Islands, and by Law 7/2010, of July 21, on the instrumental public sector. The employment relationship is subject to Royal Decree 1382/1985, of August 1, which regulates senior management personnel.

The text also recalls that article 26 of Decree 79/2023, of September 22, establishes that the organic staff of the territorial managements must establish the designation, number, and remuneration of the remaining members of the management team. The signature of the call corresponds, by delegation, to the general director of the Health Service, in accordance with the Resolution of the Minister of Health of November 15, 2023 (BOIB no. 160, of November 23, 2023). In this case, the document appears electronically signed on September 17, 2026, by Yago Gómez Pérez, Director of Management and Budgets, due to the absence of the general director.

Functions of the new management position

The bases of the call, collected in annex 1, detail the functions that the appointed person must assume:

• Direct, coordinate, and evaluate the operation of the units and services dependent on the Nursing Directorate and the activities of the assigned personnel.
• Plan, analyze, and develop healthcare services in the field of nursing care at the hospital.
• Direct and coordinate human resources within the Nursing Area of the center.
• Promote and evaluate the quality of the healthcare, teaching, and research activities of the Nursing Directorate.
• Fulfill the functions expressly delegated by the head of the hospital Management and those corresponding to them by regulation.

Requirements and submission of applications

Applicants must prove, before the deadline expires, the following requirements:

• Spanish nationality, nationality of a European Union state or a state with free movement of workers, including the cases provided for spouses and descendants.
• Functional capacity to perform the tasks, accredited by a medical certificate before signing the contract.
• To be at least sixteen years of age and not exceed the maximum compulsory retirement age.
• Official degree or diploma in Nursing or Physiotherapy, or be in a position to obtain it within the deadline; foreign degrees must be recognized by the Ministry of Education.
• Not to have been separated from service through disciplinary proceedings nor be disqualified from public occupations or positions.

The application must be submitted according to the model in Annex 2, accompanied by a curriculum vitae and documentation accrediting the merits. The place of submission is the General Registry of the Health Service of the Balearic Islands or any of the channels specified in Article 16 of Law 39/2015, of October 1. The Administration will officially verify personal data through the Interoperability Platform of the Balearic Islands (PINBAL), unless the applicant expressly opposes it.

Evaluation Commission and resolution of the process

The call establishes an evaluation commission responsible for analyzing the applications and assessing the merits:

• President: María del Carmen Moreno Hoyos, nurse of the Health Service; substitute, Mercedes Vila Amengual.
• Member: Antonia Mas Cantallops, from the technical group of the administrative function; substitute, Marta Pallarés Ruiz.
• Secretary: Rosa Inmaculada Cirer Adrover, from the technical group of the administrative function; substitute, Isabel Rosa Llopis Valls.

The process will be resolved by means of a reasoned resolution from the Minister of Health, which will be published in the BOIB. The designated person must formalize the senior management contract with the convening entity, with a duration conditioned by Article 69 bis of Law 5/2003. Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed within one month or a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of the Balearic Islands within two months.

The filling of this position is relevant because the Nursing Directorate assumes the planning and governance of human and healthcare resources of the main reference hospital of the Balearic Islands, and the appointment is made with a senior management contract linked to the political cycle of the Ministry of Health.
