Health transfers subsidies to Tamaulipas and Tlaxcala for mental health

The Ministry of Health of the Government of Mexico will transfer federal budgetary resources as subsidies to the states of Tamaulipas and Tlaxcala to finance prevention, care, and control actions for mental health and addictions. This is established in two specific agreements published in the Official Gazette of the Federation (DOF) number 232/2026, this Wednesday, August 26, 2026, in the section corresponding to the Ministry of Health.

The instruments were signed by the National Commission for Mental Health and Addictions (CONASAMA), a decentralized administrative body of the Ministry of Health, and by the executives of both federal entities, within the framework of the Framework Coordination Agreement published in the DOF on April 24, 2013.

Resources allocated by entity

The subsidies are channeled through Program E032 “Mental Health Care Services and Addiction Prevention”, charged to the Federation’s Expenditure Budget for Fiscal Year 2026:

• Tamaulipas: 3,550,107.00 pesos (three million five hundred fifty thousand one hundred seven pesos 00/100 M.N.).
• Tlaxcala: 2,558,394.00 pesos (two million five hundred fifty-eight thousand three hundred ninety-four pesos 00/100 M.N.).

In total, the Federal Executive commits 6,108,501.00 pesos for both entities. The resources will be allocated through the state finance secretariats and must be transferred to the executing units—the agencies Health Services of Tamaulipas and Health of Tlaxcala—within a period not exceeding five business days.

Signatories and validity

On behalf of the Federation, the head of CONASAMA, Dr. Yerania Emireé Enríquez López, signs. For Tamaulipas, the signatories are Dr. Adriana Marcela Hernández Campos, Secretary of Health and General Director of the OPD Health Services, and Lic. Carlos Irán Ramírez González, Secretary of Finance. For Tlaxcala, they are Dr. Rigoberto Zamudio Meneses, Secretary of Health and General Director of the OPD Health of Tlaxcala, and C.P. David Álvarez Ochoa, Secretary of Finance.

Both agreements were signed in Mexico City on March 27, 2026, and will remain in effect until December 31, 2026. The verification, control, and auditing of the resources will be the responsibility of CONASAMA, and unspent funds must be returned to the Treasury of the Federation.

Mental health policy framework

The agreements are part of the “For Peace and Against Addictions” Strategy, launched on January 7, 2025, and the preventive campaign “Fentanyl kills you. Stay away from drugs. Choose to Be Happy”. They also align with the National Development Plan 2025-2030, whose objective 2.7 and strategy 2.7.5 promote mental health promotion and prevention with comprehensive care.

The transfer of these subsidies strengthens the capacity of state health services to provide care to the population regarding mental health and addictions, within a context of national priority for the prevention of substance use and the expansion of community care coverage.
