Health transfers 18.5 million to three states for mental health and addictions

The Ministry of Health of the Government of Mexico transfers federal budgetary resources in the form of subsidies to the states of Morelos, Puebla, and Sinaloa to finance prevention, care, and control actions for mental health and addictions. The three specific agreements, signed by the National Commission for Mental Health and Addictions (CONASAMA), are published this Friday, August 28, 2026, in the Official Gazette of the Federation, within the Ministry of Health section.

The resources are framed within Program E-032 “Mental Health Care Services and Addiction Prevention,” managed by CONASAMA, whose purpose is to prevent, detect, and promptly address substance use and various mental health conditions. The agreements are entered into under articles 9 and 13, section B, of the General Health Law, and articles 74 and 75 of the Federal Budget and Fiscal Responsibility Law.

Amounts and beneficiary entities

The total transfer amounts to 18 million 565 thousand 855 pesos, distributed among the three federal entities:

• Morelos: 5 million 293 thousand 133 pesos, with Health Services of Morelos as the executing unit.
• Puebla: 5 million 117 thousand 206 pesos, with Health Services of the State of Puebla as the executing unit.
• Sinaloa: 8 million 155 thousand 516 pesos, with Health Services of Sinaloa as the executing unit.

The agreements were signed in Mexico City on March 27, 2026 (Morelos and Sinaloa) and March 31, 2026 (Puebla), and will remain in effect until December 31, 2026.

Regulatory framework and signatories

The instruments are signed within the framework of the National Development Plan 2025-2030, whose General Axis 2 “Development with Well-being and Humanism” includes Strategy 2.7.5 for the promotion and prevention of mental health. On behalf of the Federation, the head of CONASAMA, Dr. Yerania Emireé Enríquez López, signs.

On behalf of the entities, the heads of their health and finance secretariats sign:

• Morelos: Drs. Jorge Salazar Acosta (Administration and Finance), Mario Ocampo Ocampo (Health), and Rolando González Nájera (Health Services of Morelos).
• Puebla: Dr. Justino Joaquín Espidio Camarillo (Health and Health Services) and Master Daniela Stephanie Pérez Calderón (Planning, Finance, and Administration).
• Sinaloa: Dr. Cuitláhuac González Galindo (Health and Health Services), Lic. Yeraldine Bonilla Valverde (Government), Arch. Joaquín Alberto Landeros Guicho (Administration and Finance), and Master Sandra Guadalupe Angulo Cázarez (Transparency).

Control and auditing of resources

The resources will be deposited into specific productive bank accounts and must be transferred to the executing units within a period not exceeding five business days. CONASAMA will verify that the funds are allocated exclusively to mental health and addiction actions, and the entities must submit monthly progress reports. Resources that remain idle or are used for other purposes must be returned to the Treasury of the Federation, and any irregularity will be reported to the Superior Audit of the Federation and the Secretariat of Anti-Corruption and Good Governance.

The publication of these agreements expands the community coverage of mental health and addiction services in three states, in line with the federal strategy for universal access to health.
