Health Ministry renews director of Aconcagua and accepts resignation in Reloncaví

The Ministry of Health, through the Undersecretariat of Healthcare Networks, published two decrees in the Official Gazette of the Republic of Chile that affect the leadership of regional health services. Edition No. 44,532, from Monday, August 24, 2026, includes the renewal of the director of the Aconcagua Health Service and the acceptance of the non-voluntary resignation of the director of the Reloncaví Health Service. Both positions correspond to senior public executives of exclusive trust of the health authority.
The appointments and removals of health service directors are governed by Title VI of Law No. 19,882 of 2003, which regulates the new personnel policy for public officials, and by the Administrative Statute (DFL No. 29 of 2004). In their capacity as employees of exclusive trust, these executives may be removed through a request for resignation formulated by the authority empowered to appoint them.
Renewal in the Aconcagua Health Service
Through Decree No. 3, dated March 4, 2025, the appointment of Ms. Susan Porras Fernández as director of the Aconcagua Health Service was renewed, as a permanent appointee, for a period of three years starting March 3, 2025. This is the second renewal regarding the original appointment contained in Supreme Decree No. 16, dated March 8, 2019.
- Susan Porras Fernández, RUN 15,760,609-3, grade 2° EUS, with 70% Senior Public Management Allowance.
- The renewal is based on the correct fulfillment of the objectives and commitments of her management, verified through the evaluations of the performance agreement.
- The expenditure is charged to Subtitle 21, personnel expenses, of the budget of the Aconcagua Health Service.
Termination in the Reloncaví Health Service
By Decree No. 13, dated May 7, 2026, the non-voluntary resignation submitted by Bárbara Andrea Del Pino Villarreal from the position of director of the Reloncaví Health Service was accepted, effective as of April 1, 2026. The request for resignation was formulated by the Minister of Health via a letter dated March 17, 2026, and the interested party submitted her resignation the following day.
- Bárbara Andrea Del Pino Villarreal, identity card No. 13,121,872-9, grade 2° EUS, served in the position as a permanent appointee.
- Her appointment had been renewed by Supreme Decree No. 28 of 2025, effective as of December 20, 2025.
- It was noted that the director is not subject to any administrative summary proceedings.
- The expenditure is charged to the budget of the Reloncaví Health Service.
Legal framework for senior public executives
Both decrees are issued in exercise of the powers granted by Article 32 No. 10 of the Political Constitution of the Republic and Law No. 19,882, which establishes that senior public managers, regarding removal, have the status of employees of exclusive trust of the authority empowered to arrange their appointment. Removal is made effective through the request for resignation formulated by the President of the Republic or the authority called upon to make the appointment, in accordance with Article 148 of the Administrative Statute.
The decrees were signed by the President of the Republic and the Minister of Health, and were exempt from the toma de razón (legal review) process pursuant to Resolution No. 36, of 2024, of the Comptroller General of the Republic.
The renewal and cessation of the directors of the Aconcagua and Reloncaví health services reflect the rotation of regional health leadership under the senior public management regime. The continuity of management in Aconcagua and the replacement in Reloncaví directly impact the administration of the healthcare network and the execution of health policies in both areas of the country.
