Salud nombra enfermeros estatutarios fijos y cierra la estabilización tras las sentencias

The Ministry of Health of the Government of Cantabria has appointed permanent statutory personnel in the category of Nurse for Health Institutions of the Autonomous Community of Cantabria, in execution of final judgments from the High Court of Justice of Cantabria and resolutions of administrative appeals. The resolution, signed by the counselor César Pascual Fernández on October 5, 2026, is published in the Official Gazette of Cantabria on Tuesday, October 13, 2026 (BOC no. 196), with the reference CVE-2026-7916.

The appointment culminates the selection process convened by Order SAN/137/2022, of December 29 (Official Gazette of Cantabria of January 18, 2023), for access, through the exceptional competition procedure, to the status of permanent statutory personnel in the category of Nurse for Health Institutions, within the process of stabilization of long-term temporary employment. The proposal originated from the managing director of the Cantabrian Health Service, with writings dated April 17 and October 1, 2026.

A chained process of complementary lists

The initial list of candidates who passed the process was published by Resolution of the counselor of Health on October 19, 2024 (BOC of October 28 and November 4, 2024). From there, four resolutions of appointment and placement followed:

  • Resolution of December 24, 2024 (BOC of December 31, 2024 and January 15 and 29, 2025), with the period for taking office beginning on January 1, 2025.
  • Resolution of April 11, 2025 (BOC of April 22, 2025), following the first complementary list.
  • Resolution of July 24, 2025 (BOC of August 4, 2025), following the second complementary list.
  • Resolution of March 20, 2026 (BOC of March 27, 2026), which published the new list of candidates and nullified the previous ones, after 8 candidates were declared excluded or forfeited.

The Resolutions of the Qualifying Tribunal of February 20, 2026, and March 17, 2026, revised the final scores of 18 appellants, including Lidia María Antón Matías, Yaiza Arce Diego, Isabel Cuartango Santamaria, Carolina de la Peña Viejo, Laura de la Rosa Beivide, Pedro Luis de Vega Martínez, Patricia García Teja, Beatriz González Cuevas, José María Orovio Cortavitarte, Álvaro Ruiz Flores, and Marta Amelia Viscarolasaga Sustacha.

Eleven new appointments and two changes of destination

Annex I lists the eleven candidates who now obtain a position, with their order of precedence and destination:

  • Isabel Cuartango Santamaria (priority 422), Pedro Luis de Vega Martínez (562), Carolina de la Peña Viejo (600), José María Orovio Cortavitarte (618), Laura de la Rosa Beivide (637), Patricia García Teja (649), Marta Amelia Viscarolasaga Sustacha (673), Yaiza Arce Diego (674), Lidia María Antón Matías (685), Álvaro Ruiz Flores (687) and Elena Ceballos Vallina (761).

Nine of the positions are assigned to the Specialized Care Management Area I: Marqués de Valdecilla University Hospital (Santander) and two to the Specialized Care Management Areas III and IV: Sierrallana Comarcal Hospital (Torrelavega). Annex II also modifies the position assignment of Carlos Javier Jiménez González (728) and Ana García Cano (729), both at Valdecilla, in accordance with the requests submitted within the period opened by the Resolution of April 11, 2025.

Preservations, retroactive effects, and one exclusion

  • The appointments of María Terán Díaz (Resolution of December 24, 2024) and of Tamara del Rey Rozas, Beatriz González Cuevas and Laura Sañudo Toca (Resolution of July 24, 2025) are preserved.
  • The appointments of Marta Pérez-Cosío Pérez and Cristina Pérez González are preserved, effective from January 1, 2025, in accordance with the ruling of the High Court of Justice of Cantabria No. 187/2025, issued in ordinary procedure 291/2024.
  • María Encina Blanco López is declared to have forfeited her right to appointment, as she failed to submit documentation or a position request within the deadline.
  • The appointments of the remaining candidates are preserved in accordance with Article 51 of Law 39/2015, of October 1, on the Common Administrative Procedure.
  • The appointment of candidates from priority order 763 to 768 is postponed until the execution of judgments and appeals is finalized.

Deadlines for taking office and means of appeal

Taking office must be carried out at the Management Directorate to which the assigned position is attached, within one month from the day following the publication of the resolution. Those who do not take office within the deadline will lose the rights derived from the selection process, except in justified cases of force majeure, and those who have formalized another permanent appointment in the same category in another health service may not take office. The assigned destination will be definitive.

An optional appeal for reversal may be filed against the resolution before the Health Councilor within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Cantabria within two months.

The resolution closes the stabilization phase for the Nursing category in the Cantabrian Health Service and provides a response to the applicants who had challenged their scores, although it keeps the last six appointments on the list pending. For those affected, the one-month period to take office at their new destination begins to count from the day following this publication.
