Mental health and addictions: 12.9 million in subsidies for three states

The Ministry of Health of the federal government published this Friday, August 14, 2026, in the Official Gazette of the Federation (DOF) three specific agreements for the transfer of federal budgetary resources as subsidies, totaling 12,966,960 pesos, charged to program E-032 “Mental Health Care and Addiction Prevention Services”, for the benefit of the states of Campeche, Colima, and Chiapas. The resources, channeled through CONASAMA, will finance actions for the prevention, care, and control of mental health and addictions in the public health services of those entities.

The instruments, signed on March 27, 2026, in Mexico City, are published in edition number 221/2026 of the DOF, within the Executive Branch–Ministry of Health section. They are framed within the Strategy “For Peace and Against Addictions”, launched by the President of Mexico on January 7, 2025, and in the preventive campaign “Fentanyl kills you. Stay away from drugs. Choose to Be Happy”, as well as in objective 2.7 of the National Development Plan 2025-2030, which mandates implementing promotion and prevention actions in mental health.

Amounts allocated by entity

The second clause of each agreement specifies the maximum amount to be transferred, subject to the schedule in Annex 2 and the budgetary availability for the 2026 fiscal year:

• Campeche: 2,927,506.00 pesos, published on p. 349 of the DOF.
• Colima: 6,338,873.00 pesos, published on p. 359.
• Chiapas: 3,700,581.00 pesos, published on p. 368.

The three agreements are entered into by the federal Executive, through CONASAMA, represented by its head, Dr. Yerania Emireé Enríquez López, appointed on February 16, 2026, by the Secretary of Health, Dr. David Kershenobich Stalnikowitz.

Executing units and state signatories

Each state designates its health body as the executing unit responsible for the use of resources:

• In Campeche, the Institute of Decentralized Public Health Services of the State of Campeche (INDESALUD), under Maestra Josefa Castillo Avendaño, with the participation of Jezrael Isaac Larracilla Pérez and C.P. Roxana de las Mercedes Montero Pérez.
• In Colima, the Health Services of the State of Colima, represented by C.P. Víctor Manuel Torrero Enríquez and C.P. Fabiola Verduzco Aparicio.
• In Chiapas, the Institute of Health, represented by Dr. Omar Gómez Cruz and Lic. Manuel Francisco Antonio Pariente Gavito.

Conditions of operation and oversight

The resources will be deposited into specific interest-bearing bank accounts through the state finance secretariats and must be transferred to the executing unit within a maximum period of five business days. The states will report monthly to CONASAMA, within the first ten business days, on the progress of activities and the use of funds; idle or unaccounted-for resources must be returned to the Treasury of the Federation, along with their earnings. Social oversight, a technical monitoring commission, and the validity of the agreements until December 31, 2026, are also provided for.

The publication comes at a time when the federal government prioritizes community-based care for substance use as part of its response to the fentanyl crisis.
