Federal Health transfers subsidies to Nayarit and Nuevo León for addictions

The Ministry of Health published in this Monday, August 24, 2026, edition of the Official Gazette of the Federation (DOF) two Specific Agreements for the transfer of federal budgetary resources in the form of subsidies, entered into with the states of Nayarit and Nuevo León to carry out actions for the prevention, care, and control of mental health and addictions. These instruments are part of Program E032 “Mental Health Care Services and Addiction Prevention” and are published in edition number 230/2026 of the official bulletin.

Both agreements derive from the Framework Coordination Agreement on general health matters, which establishes the bases for transferring federal resources as subsidies to the federative entities. Operation falls under the National Commission for Mental Health and Addictions (CONASAMA), a decentralized administrative body of the Ministry of Health created by a decree published in the DOF on May 29, 2023, headed by Dr. Yerania Emireé Enríquez López, appointed on February 16, 2026, by the Secretary of Health, Dr. David Kershenobich Stalnikowitz.

Resources assigned to each entity

The amounts that the Ministry commits to transfer to each state, charged to the Federation’s Expenditure Budget for Fiscal Year 2026, are as follows:

• Nayarit: $2,394,847.00 (two million three hundred ninety-four thousand eight hundred forty-seven pesos 00/100 M.N.).
• Nuevo León: $5,620,154.00 (five million six hundred twenty thousand one hundred fifty-four pesos 00/100 M.N.).

In both cases, the resources are routed through the Ministry of Finance of each entity and transferred to the executing unit within a period not exceeding five business days. The second disbursement, if applicable, is conditional upon the entity proving that it has exercised and accounted for the resources of the first.

Signatories and executing units

On the state side, the agreements are signed by the heads of the ministries of finance and health of each entity:

• In Nayarit, Governor Dr. Miguel Ángel Navarro Quintero and the Secretary of Health, Dr. Beatriz Adriana Ruiz Huerta, participate; the executing unit is Health Services of Nayarit.
• In Nuevo León, Governor Dr. Samuel Alejandro García Sepúlveda, the Acting Head of Finance, Dr. Ulises Carlin de la Fuente, and the Secretary of Health and General Director of Health Services of Nuevo León, Dr. Med. Alma Rosa Marroquín Escamilla, are involved.

Public policy framework

The agreements are framed within the “For Peace and Against Addictions” Strategy, launched on January 7, 2025, and the preventive campaign “Fentanyl kills you. Stay away from drugs. Choose to Be Happy”. They also align with the National Development Plan 2025-2030, whose objective 2.7 and strategy 2.7.5 promote mental health promotion and prevention with comprehensive care.

The entities must report progress monthly to CONASAMA, maintain supporting documentation for at least five years, and return any unspent resources, along with their financial returns, to the Treasury of the Federation.

The publication of both agreements reinforces the transfer of federal resources to state health systems to expand community coverage for mental health and addiction care, in line with the approach of territorialization and addressing the root causes promoted by federal health policy.
