Health Department calls for the Sub-directorate of Primary Care Economic Management of the SCS

The Health Councilor of Cantabria, César Pascual Fernández, has called for the filling of the management position of Deputy Director of Management and General Services, with a functional scope of Economic Management, in the Primary Care Management of the Cantabrian Health Service (SCS). The call is formalized through Order SAL/20/2026, of September 18, published in the Official Gazette of Cantabria number 184, of September 24, 2026, with the official reference CVE-2026-7385. The procedure is resolved by the system of free appointment, and the deadline for submitting applications is ten business days starting from the day following its publication.

Regulatory framework and scope of the call

The order is issued in accordance with Order SAL/21/2023, of September 19, which establishes the types of management positions for the peripheral bodies of the Cantabrian Health Service (published in the Official Gazette of Cantabria on September 22, 2023, with a correction of errors on November 14, 2023), and in relation to Article 49 of the Cantabria Law 9/2010, of December 23, on Statutory Personnel of Health Institutions of the Autonomous Community of Cantabria, pursuant to the provisions of its Article 5.2.f).

Permanent statutory personnel of Health Institutions of the National Health System and career civil servants included within the scope of Royal Legislative Decree 5/2015, of October 30, which approves the Revised Text of the Law of the Basic Statute of the Public Employee, may apply via free appointment. Those who, without belonging to the required bodies, scales, or categories, can prove the required qualification and training may also participate; in that case, the selection will involve the formalization of a senior management employment contract in accordance with Royal Decree 1382/1985, of August 1.

Position characteristics and requirements

Annex I of the order details the conditions of the called position:

• Designation: Deputy Director of Management and General Services, functional scope of economic management.
• Management: Primary Care Management of the Cantabrian Health Service.
• Staff code: 1000P66000001LY.
• Group A, subgroups A1/A2, with a destination supplement level of 26.
• Qualification for A1: second-cycle university graduate (degree/licenciado/a or official master’s) or a MECES level 3 qualification.
• Qualification for A2: first-cycle university graduate (diploma/diplomado/a or degree/grado) or a MECES level 2 qualification.
• Specific training in health management of at least 100 hours.

Applications shall be addressed to the Health Councilor and submitted using the official form in Annex II, at the Registry of the Department of Health (Federico Vial Street No. 13) or through any of the channels specified in Article 16.4 of Law 39/2015, of October 1. Along with the application, an authentic copy of the ID (DNI), professional curriculum vitae, a copy of the academic qualification, accreditation of training in health management and, where applicable, the appointment as permanent statutory staff or career civil servant must be provided.

Interviews, resolution, and taking office

The Department may call for personal interviews regarding the applicants’ curriculum vitae and aptitudes, in which competencies such as leadership, teamwork, service mindset, integrity and respect, effective communication, results orientation, humanization of care and attention, facilitation of participation and respect for patient autonomy, social responsibility, self-control, and stress resistance will be assessed.

The call will be resolved by a resolution of the Health Councilor, which will be published in the Official Gazette of Cantabria within a maximum period of one month from the end of the application period, extendable for up to one more month. The position may be declared vacant by a reasoned agreement if no suitable applicants apply. The successful candidate who is a public employee must cease their current position within three business days following the publication of the resolution and take office within three business days following the cessation, or within one month if it involves a change of residence; those who do not hold this status will have one month to sign the senior management contract and take office. Permanent statutory staff of the SCS who are successful candidates will be declared in a status of special services.

An administrative appeal may be filed against the order before the Administrative Litigation Section of the Court of First Instance of Santander within two months, or, optionally, a request for reversal may be filed before the Health Councilor within one month.

The call directly affects statutory and civil service personnel within the Cantabrian health sector, who have a reduced period of ten business days to apply for a level 26 management position in primary care, a key area in the economic management of the Cantabrian Health Service.
