Salou opens a month for allegations regarding the special plan for the institute-school

The Salou City Council has opened for public review the Special Urban Plan for the definition of educational use and building conditions of the municipal plot qualified as community equipment located at Avinguda Pla de Maset, carrers dels Caçadors and Fonoll, in Cap Salou, where the secondary school is to be located. The initial approval was agreed upon by the Local Government Board in an ordinary session on September 24, 2026, and the announcement is published in the Official Gazette of the Province of Tarragona (BOPT) on October 20, 2026, with the reference CVE 2026-09445.

The process opens a one-month period for affected persons to submit any allegations they deem appropriate. The count begins the day after the publication of the announcement in the BOPT, meaning the deadline extends from October 21 to November 20, 2026.

A derived municipal planning file

The document being processed is a special urban plan, the derived planning figure that specifies the organization of a specific area of the municipality. In this case, the objective is twofold: on one hand, to define the educational use of the plot, qualified as community equipment; on the other, to establish the building conditions applicable to the facility.

The file carries number 14153/2026 and is processed by the City Strategic Planning and Management Service of the Salou City Council, through the Planning and Management Unit. The official announcement is signed by the mayor, Pere Granados Carrillo, dated October 8, 2026.

The processing coincides in time with another urban planning procedure from the same council: in September, the Advance Special Plan for Protection and Catalog of protected assets and the accompanying Strategic Environmental Document were submitted for public review, file 10718/2026.

In-person and electronic consultation

The documentation of the special plan and the agreement of the Local Government Board can be examined through two channels throughout the exhibition period:

• In person at the Town Hall, at the City Strategic Planning and Management Service, on business days during public office hours from 9 a.m. to 2 p.m.
• Electronically on the notice board and the municipal website, where both the agreement and the technical document of the plan have been posted.

Who is affected by the process

The allegations period is intended for the owners and neighbors of the surroundings of Avinguda Pla de Maset and the streets of Caçadors and Fonoll, as well as the educational community that will use the facility, to express their views.

The aspects that can be questioned are those pertaining to the content of the plan: the definition of the educational use of the plot and the building conditions established therein, that is, the parameters under which the school building can be materialized.

Once the deadline has closed, the Salou City Council will have to resolve the allegations presented before continuing the processing of the derived planning towards final approval.

The publication in the BOPT makes a decisive step official for the educational facility of Cap Salou: until the special plan is closed, the municipal plot does not have the fixed conditions that must allow for the construction of the institute-school. For neighbors and families, the one-month deadline is the only window to formally intervene in the definition of a facility that directly affects the daily life of the neighborhood.
