Salou opens the call for discount vouchers for local commerce

The Salou City Council has opened the call for aid in the form of discount vouchers redeemable at participating local businesses, a measure aimed at boosting consumption and the commercial fabric of the municipality. The agreement was adopted by the Local Government Board at its ordinary session of 23 July 2026 and was published in the Official Bulletin of the Province of Tarragona of 12 August 2026 (pp. 1-7, reference CVE 2026-07474). The vouchers, aimed at people over 18 years of age registered as residents or property owners in Salou, will subsidise 30% of each purchase up to a maximum of 100 euros per person.

The call is processed under a direct award system, for reasons of public, social and economic interest, under Article 22.2.c) of Law 38/2003, of 17 November, General Law on Subsidies, and Royal Decree 887/2006, of 21 July, which approves its implementing regulations. The specific rules derive from the General Subsidies Ordinance of Salou City Council, approved by the Municipal Plenary on 27 February 2013. The council justifies the measure in light of the vulnerability of urban commerce, affected by the transformation of the sector, market concentration and changes in consumption habits.

Beneficiaries and how the vouchers work

The vouchers may be purchased by natural persons over 18 years of age who are direct taxpayers in the municipality:

• Registered as residents in Salou on the date of publication of the call and on the date of purchasing the voucher.
• Owners of properties or second homes within the municipal area.
• Previously registered on the municipal platform bons.salou.cat with a valid ID and acceptance of the terms of use.

The registered citizen receives an SMS with a code, linked to their ID, which they must communicate to the establishment at the time of purchase. Each ID may use the voucher as many times as desired until the 30 euros of subsidised amount is exhausted.

Amount: 30% discount up to 100 euros

The voucher has a monetary value equivalent to 30% of the purchase, with a maximum of 100 euros of purchase per person and campaign, so that the City Council subsidises up to 30 euros per beneficiary. The call has a budget allocation of 100,000 euros, charged to budget item 12 433 48913, and the availability of vouchers will be limited until the credit is exhausted. Participating businesses will invoice the City Council for the value of the 30% discount, VAT included, and the council will settle the amounts every fifteen days.

The vouchers cannot be exchanged for cash and are not refundable in any case; in the event of product returns, the amount will not be reimbursed and, if it is the establishment’s policy, a store credit for future purchases will be issued. The discount is compatible with promotions and sales, provided that the final sale amount does not exceed 100 euros per campaign.

Participating businesses and calendar

All retail activities, self-employed workers, micro-enterprises and small and medium-sized enterprises with premises open to the public in Salou and holding the requisite enabling licence may join; wholesale trading activities are excluded. Validation of memberships corresponds to the responsible administrator of the City Council, and member establishments acquire the status of collaborating entities.

The voucher exchange period runs from 4 November to 4 December 2026, with the option of an extension, if applicable, until 19 December, provided that the budget has not been exhausted. The notice, signed by the mayor Pere Granados Carrillo on 27 July 2026, provides that the grants awarded will be published on the City Council’s electronic headquarters in application of the principle of transparency.

The campaign represents a direct injection of up to 100,000 euros into Salou’s local retail trade, with a double benefit: registered and homeowner families will obtain a 30% discount on their purchases, and member establishments will see their business volume strengthened in a context of transformation of urban commerce. Interested parties can already consult the full terms and conditions in the BOP and prepare their registration on the platform bons.salou.cat before the start of the campaign in November.
