The City Council of Sallent de Gállego has announced a vacancy for a first-class official specializing in electricity, vacant within its labor staff, through an open competitive examination system. The call was approved by Mayoral Resolution No. 330, dated October 22, 2026, and published in the Official Gazette of the Province of Huesca (BOPH) number 205, dated October 26, 2026, with the official reference BOPH-2026-205018. Interested parties have ten business days to submit their application.

The position is part of the City Council’s Public Employment Offer for the 2026 fiscal year, processed under file 1064/2026 and approved by resolution 2026-0317, dated October 13, 2026, which was published in BOPH number 201, dated October 20. The announcement occupies pages 31 to 41 of the provincial gazette, within the Local Administration section, and bears insertion number 4736. The text is signed by the Mayor-President, Jesús E. Gerico Urieta.

A Permanent Position in the Works Brigade

The announced position is for permanent labor staff, full-time and with hours according to the collective agreement, classified in group C2 and category 18. The position is assigned to the City Council’s Works Brigade service, and its remuneration and conditions are referred to the applicable collective agreement.

The assigned functions include:

  • Inspection, maintenance, and repair of municipal public lighting, including fault detection and replacement of lamps and electrical components.
  • Maintenance of public roads, urban furniture, and winter cleaning.
  • Conservation of municipal buildings and public facilities.
  • Installation, preventive and corrective maintenance of electrical installations, panels, wiring, and lighting systems.
  • Assembly and disassembly of provisional electrical installations for festivities and municipal events.
  • Transport and driving of municipal vehicles, in addition to masonry, plumbing, painting, pruning, and gardening work.

The contract will include an availability clause for emergencies and the obligation to perform on-call duties on a weekly rotating shift, with a maximum response time of 30 minutes.

Requirements and Application Deadline

To participate, it is necessary to have Spanish nationality, functional capacity, be at least sixteen years old and not exceed the maximum compulsory retirement age, as well as not be disqualified or dismissed through disciplinary proceedings. A Graduate degree in Compulsory Secondary Education (ESO) or equivalent and a valid class B driver’s license are required.

The specific required qualification is one of the following:

  • Technician in Electrical and Automatic Installations.
  • Higher Technician in Electrotechnical and Automated Systems.
  • Qualifications legally declared equivalent, including the title of Technician in Electrotechnical Equipment and Installations.

Applications, according to the model in Annex I, shall be addressed to the Mayor-President and submitted to the General Electronic Registry of the City Council or through any of the channels specified in article 16.4 of Law 39/2015. The deadline is ten business days from the day following the publication of the announcement in the BOPH. The provisional list of admitted and excluded candidates will be published on the municipal electronic office, with three business days for corrections.

Practical tests and merit scale

The competitive phase is mandatory and eliminatory, with a maximum of 60 points and a minimum overall score of 30 to pass. It will consist of practical tests on the assembly and repair of electrical installations, interpretation of diagrams, use of measuring instruments, building maintenance work, and the application of occupational risk prevention measures. The maximum total time will be 60 minutes, and operations will be carried out on installations without voltage.

The merit phase, which is non-eliminatory, provides up to 40 points and only applies to those who pass the competitive phase:

  • Professional experience: up to 20 points, with 2 points per year in the electricity specialty and 1 point per year in municipal brigade functions.
  • Additional academic qualifications: up to 7 points, at a rate of 2.5 per degree.
  • Driving licenses: up to 4 points, for the C license with CAP and for the B+E.
  • Training courses: up to 9 points, depending on their duration, from 0.10 points for those up to 20 hours to 2 points for those over 300 hours.

Tribunal, waiting list, and hiring

The Qualifying Tribunal will consist of a Presidency, a Secretariat, and a Member, with their corresponding alternates, and will be of the third category in accordance with Royal Decree 462/2002. The date, time, and place of the tests will be announced on the municipal electronic office and on the notice board.

Once the process is completed, a waiting list will be established with those who pass the competitive phase without obtaining a position, ordered by score and with a maximum validity of three years. The proposed person must present the documentation within five business days and pass a medical examination; the probationary period will be two months. The hiring resolution will be published in the BOPH.

The call for applications exhausts the administrative route and may be challenged by means of an appeal for reversal within one month before the Mayor’s Office or by means of a contentious-administrative appeal within two months before the Contentious-Administrative Court of Huesca.

The call for applications represents an opportunity for permanent public employment in Alto Gállego, in a mountain tourist municipality where the maintenance of lighting and municipal facilities is particularly demanding during the winter season. The requirement for on-call shifts with a 30-minute response time reflects the importance of having qualified personnel to cover electrical incidents within the municipal district.
