Salinillas de Bureba abre la segunda subasta de una finca urbana

The Neighborhood Council of Salinillas de Bureba has agreed to initiate the procedure for the second disposal, via auction, of a patrimonial asset identified as an urban property located at 5 San Martín Street, with cadastral reference 8413201VN6181S00002ES. The agreement was adopted in a plenary session held on September 28, 2026, and is published in the Official Gazette of the Province of Burgos no. 193, dated October 9, 2026, in section III. Local Administration (official reference BOPBUR-2026-04225). The file shall be available for public inspection for twenty business days for the submission of allegations or claims.

The announcement is based on Article 109.1 of the Regulations on Assets of Local Entities, approved by Royal Decree 1392/86, of June 13; Article 79.1 of Royal Legislative Decree 781/1986, of April 18, which approves the revised text of the legal provisions in force regarding the Local Regime; and Article 3.1 of Decree 256/1990, of December 13, which delegates the exercise of certain functions held by the autonomous community to the provincial councils of Castilla y León.

The asset is classified as patrimonial and its value does not exceed 25% of the ordinary resources of the 2026 income and expenditure budget, a circumstance that determines the reporting procedure to the Provincial Council of Burgos. The description and data of the property are listed in the asset inventory of the minor local entity.

Public exhibition and appeals process

The file is submitted for public information for twenty business days, both on the municipal notice board and in the Official Gazette of the Province of Burgos. Within that period, allegations or claims may be submitted, which will be resolved by the competent body.

If no allegation or claim is submitted, the disposal file will be understood as definitively approved, without prejudice to the provisions of the following section of the agreement. The announcement was signed in Salinillas de Bureba on September 29, 2026, by the mayor, Ricardo Pérez Martínez.

Background: the auction of the rural plot

The neighborhood council has already processed another patrimonial disposal this year. By Mayor’s resolution no. 2026-0038, of April 8, 2026, the call for a public auction of a rural property in polygon 506, plot 15.007, with cadastral reference 09345A506150070000BY, was approved, published in the Official Gazette of the Province of Burgos no. 168, of September 4, 2026 (official reference BOPBUR-2026-03662).

That procedure established a tender price of 1,017.28 euros, excluding taxes, improvable upwards, with an award based exclusively on economic criteria and a definitive guarantee of 5% of the award price. The contracting board was composed of the mayor as president and Luis Carmelo Porres García and María Isabel Gómez Díaz, secretary-auditor and secretary-auditor of the SAT Diputación Provincial de Burgos, respectively.

The plenary session of the Diputación Provincial de Burgos considered the reporting procedure of that file to be completed in its session, the agreement of which was published in bulletin no. 179, dated September 21, 2026.

Impact for residents and potential buyers

The publication formally opens the way for any interested party to consult the file, submit allegations and, if applicable, participate in the purchase of the property. This is the second time that the Junta Vecinal de Salinillas de Bureba has attempted to alienate this urban property, making the twenty-business-day period the decisive timeframe for the procedure to be definitively approved or reconsidered. The operation is part of the local minor entity’s policy to liquidate patrimonial assets to obtain income, a common mechanism in the small nuclei of the province of Burgos.
