Salas calls for grants for the Covadonga Fair of La Espina

The Salas City Council has approved the regulatory bases and the call for grants for attendance and participation in the Covadonga Fair, which will be held in La Espina on September 13, 2026. The decision was adopted by Mayoral Decree No. 2026-0680, dated August 20, 2026, and is published in the Official Gazette of the Principality of Asturias (BOPA) number 166, dated August 27, 2026, within the Local Administration section.

The call, processed under file 1158/2026, is aimed at individual livestock farmers or civil societies from any point within the regional territory of the Principality of Asturias who comply with the health regulations in force at the time of the fair.

Beneficiaries and requirements

Livestock farmers whose holdings possess the required health qualification and are registered in the Register of Livestock Holdings, in accordance with Royal Decree 479/2004, of March 26, or in an official register of zoological nuclei, may participate. The animals presented must belong to one of these categories:

  • Equine
  • Ovine
  • Caprine

Those who fall under the prohibitions of Article 13 of Law 38/2003, of November 17, General Law on Subsidies, those who are not up to date with the State Treasury, the Treasury of the Principality of Asturias, the Salas City Council, or Social Security, and those who have not fulfilled obligations derived from previous grants from the council, are excluded.

Amount and scale of aid

The grants, financed with the City Council of Salas’ own funds, total an amount of 1,500 euros and are granted under a competitive bidding regime. The amount per attendance is determined based on the number of participating animals:

  • 1 equine head: 5 €
  • 2-3 equine heads: 10 €
  • 4-10 equine heads: 25 €
  • 11-20 equine heads: 60 €
  • 21-45 equine heads: 90 €
  • 46-70 equine heads: 120 €
  • More than 71 equine heads: 170 €
  • 1-5 ovine or caprine heads: 5 €
  • 6-10 ovine or caprine heads: 10 €
  • More than 11 ovine or caprine heads: 20 €

The Organizing Committee must adjust the amounts so that all fair attendees receive payment.

Submission of applications and processing

The application, accompanied by the required documentation, shall be submitted in accordance with Articles 14 and 16 of Law 39/2015, of October 1, on the Common Administrative Procedure. The registration period runs from the publication of the call until September 13, 2026, with registration also being permitted on the day of the fair at the fairground facilities.

The processing of the procedure corresponds to a designated public employee of the Salas City Council, and the resolution is the responsibility of the Mayor’s Office. Payment will be made in a single installment after the fair, once compliance with all requirements has been verified. For matters not provided for, the provisions of Law 38/2003, Royal Decree 887/2006, of July 21, and the municipal subsidy ordinance of Salas, published in BOPA no. 277, of November 30, 2005, shall apply.

The call for applications represents direct support for the livestock sector of the region, which will see its attendance at one of the traditional fairs of western Asturias compensated, and reinforces the role of La Espina as a meeting point for regional trade and livestock farming.
