Sahún approves the modification of the PGOU on non-developable land

The Sahún City Council has initially approved isolated modification no. 7 of its General Urban Development Plan (PGOU), which affects the land-use regime for non-developable land. The agreement was adopted by the corporation’s Plenary in an ordinary session held on August 28, 2026, and is published in the Official Gazette of the Province of Huesca, number 166, dated September 1, 2026, with reference BOPH-2026-166008.
The processing is framed within Legislative Decree 1/2014, of July 8, of the Government of Aragon, which approves the Recast Text of the Urban Planning Law of Aragon. Pursuant to Article 85, the file is subject to public consultation for a period of one month, starting from the day following the publication of the announcement in the provincial gazette.
Public information and allegations
During the one-month period, those who may be considered interested parties may appear and formulate as many allegations, suggestions, or claims as they deem appropriate. Suspension of energy licenses
The modification maintains the suspension of the granting of subdivision, building, and demolition licenses on non-developable land throughout the entire municipal district of Sahún. The measure affects storage, production, or energy distribution facilities that are not for domestic self-consumption or self-consumption for small industry.
- The suspension extends for a maximum period of two years, starting from September 2, 2025, the date of publication of the previous suspension announcement as a preventive measure.
- It is justified to safeguard the general interest and ensure the coherence of the territorial model, as it involves a land use with a high territorial impact.
- In any case, the suspension will expire upon the final approval of the modification.
Signature and scope
The announcement, dated in Sahún on August 28, 2026, is signed by the mayor-president, José Luis Rufat Ferraz. Isolated modification no. 7 of the PGOU represents another step in the organization of non-developable land uses in the Pyrenean municipality, within a context of increasing pressure from energy projects on the territory.
The relevance of this decision lies in the fact that it directly conditions the development of energy facilities with a large territorial impact throughout the municipal district, while opening a period of citizen participation in which residents and developers can present their allegations before the final approval of the urban planning instrument.
