A new law – the Latgale Embassy GORS Law – was published in the official publication of the Republic of Latvia, Latvijas Vēstnesis, on November 4, 2026, in issue No. 213. The official publication with the reference OP 2026/213 is included in the table of contents under the section “Constitutional Institutions” under the heading “Saeima” and is numbered as the first act adopted by the Saeima announced in this issue. The document type is indicated in one word – “Law”, which means it is a standalone legislative act.
A new standalone law, not amendments
In the publication index, the act is simply named – Latgale Embassy GORS Law, and it does not have the designation “Amendments” attached to it, as is used for the majority of the other Saeima acts in this issue. This indicates that the legal regulation for the status and operation of the concert hall has been created anew, rather than corrected in an already existing law.
In the same issue, under sequence numbers 2 to 14, thirteen more laws adopted by the Saeima were published, including:
- Law on Compensation for Legal Land Use Fees (2nd position);
- Amendments to the Guardianship Courts Law, the Civil Status Acts Registration Law, the Diplomatic and Consular Service Law;
- Amendments to the Electronic Mass Media Law, the Electronic Communications Law, the Pharmacy Law;
- Amendments to the Register of Natural Persons Law, the Criminal Procedure Law, the Law on the Bar of the Republic of Latvia, the Social Services and Social Assistance Law, the State Revenue Service Law, and the State Border Guard Law.
Thus, the GORS Law opened the Saeima legislative block in the official publication – it is placed in the first position before all other laws announced on this day.
Where and how the law was announced
The official publication is the only legally significant method of announcing the law, and its details are unambiguously identifiable:
- publication: Latvijas Vēstnesis, November 4, 2026, No. 213;
- official reference: OP 2026/213;
- institution: Saeima;
- document type: Law;
- position in the table of contents: number 1.

Significance for the cultural infrastructure of Daugavpils and Latgale
The fact that a separate law is dedicated to the concert hall means that the Latgale Embassy GORS acquires a status defined by law, which is higher than a simple institution’s statutes or a municipal decision. Regulation established at the level of law is more resilient to administrative changes and provides a clear point of reference for both management and financing issues.
This is a significant signal for regional cultural infrastructure: it is recognized at the state level that the Daugavpils concert hall is not only a local but a cultural object of national importance, the basis of whose operation must be determined by law. For readers following cultural funding and the work of municipal institutions, the text of the law in the official publication is the primary source for verifying future decisions regarding the hall’s management and budget.
What the reader should know
The publication of the law in the official gazette is the moment from which the document can be cited with the precise reference OP 2026/213 and the date November 4, 2026. In future discussions regarding the operations of the Latgale Embassy GORS, its management, and funding procedures, references must be made directly to this publication, rather than to press releases or oral statements.
Practically, this also means that all regulations related to the concert hall are henceforth to be sought in a single document approved at the legislative level, rather than scattered across various subordinate acts. The full text of the law is available in the official publication Latvijas Vēstnesis, November 4, 2026, No. 213 (OP 2026/213).
