Sacyl publica la resolución provisional anual del concurso de traslados

The Regional Ministry of Health and Social Welfare has provisionally resolved the open and permanent transfer competition for the provision of statutory personnel positions in the health centers and institutions of the Regional Health Management of Castilla y León (Sacyl). This is done through Order SAN/1120/2026, of October 26, published in the Official Gazette of Castilla y León no. 210, of October 29, 2026 (reference BOCYL-D-29102026-210-10). The resolution is signed by the regional minister Alejandro Vázquez Ramos and opens a period of ten business days to submit allegations.

The framework of the process consists of the general bases approved by Order SAN/1068/2016, of December 7, which led to the calls for the various professional categories. According to its First Base, those calls remain in effect through award resolutions that coincide with the month of December each year; the Second Base establishes that the awardable positions are all vacancies as of June 30 of the year of each resolution, and the Twelfth Base attributes to the regional ministry the power to issue the provisional award order based on the proposal of the Evaluation Commission.

The file is based on the evaluation of the merits alleged and accredited in the applications that were current and complete as of March 15, 2026, and on the Order of October 1, 2024, modified by the Order of October 9, 2026, regarding the accumulation of the processing and resolution of these procedures. Competence is exercised under article 6.2 g) of Law 2/2007, of March 7, of the Legal Statute of the Statutory Personnel of the Health Service of Castilla y León.

What is published and its scope

The order organizes its content into five annexes, which occupy a large part of pages 37 to 313 of the gazette:

  • Annex I: list of calls for the affected categories, from Order SAN/131/2018 to Order SAN/145/2026, and includes administrative staff, administrative assistants, orderlies, nurses, midwives, physiotherapists, senior health technicians, and medical specialties.
  • Annex II: list of positions provisionally awarded to the contestants, with the total score and broken down by sections according to the scale of the fourth base; it extends from page 50 to 232.
  • Annex III: list of total withdrawals accepted as final, declaring the procedure concluded regarding those participants.
  • Annex IV: provisionally excluded applications, indicating the cause for each.
  • Annex V: categories without award of positions, approximately thirty.

The assigned destinations are distributed among healthcare complexes and hospitals —Burgos Healthcare Complex, Santiago Apóstol Hospital, Santos Reyes Hospital, Bierzo Hospital, León Healthcare Complex, Valladolid University Clinical Hospital, Río Hortega Hospital, Palencia Healthcare Complex, Salamanca Healthcare Complex— and primary care basic health zones.

Deadlines, appeals, and withdrawals

Section seven opens a period of ten business days, counted from the day following the publication in the Official Gazette of Castilla y León, to submit appeals. Their destination depends on their content:

  • Those concerning the evaluation of merits and provisional assignment are addressed to the Evaluation Commission of the competition, at the Regional Health Management of Castilla y León–General Directorate of Personnel and Professional Development, Paseo de Zorrilla nº 1, 47007 Valladolid.
  • Those referring to exclusions are addressed directly to the General Directorate of Personnel and Professional Development.
  • They must be accompanied by supporting documentation; the submission of new certificates of services rendered that were not provided or requested by March 15, 2026, will not be accepted as a correction.

Contestants may also withdraw their application entirely until the end of that same ten-business-day period. The scores of all participants will be published, broken down by section, on the Castilla y León Health Portal (saludcastillayleon.es), where the order itself is also disseminated.

Grounds for exclusion and categories without vacancies

Annex IV details the provisional exclusions by category. The most frequent cause is that two years have not elapsed since taking possession of the last destination obtained through a transfer competition, followed by others such as:

  • Lacking the status of permanent statutory personnel.
  • Having lost the status of statutory personnel.
  • Not belonging to the category corresponding to the offered positions.
  • Two years not having elapsed since the declaration of voluntary leave of absence.

Annex V closes the procedure, also provisionally, in categories where there are no vacant positions as of June 30, 2026, that are eligible for assignment, there are no admitted applications or applications submitted on time, or no position is assigned. This is the case, among others, for librarian-documentalist, driver, pharmacist, senior engineer, trade operator, public health technician, IT specialist technician, several degrees specialized in surgery, and other medical specialties.

The final resolution shall be approved by order of the convening authority, following a proposal from the Valuation Commission, and shall be published in the official bulletin and on the health portal, without individualized notification; exclusions and withdrawals not addressed here shall also be resolved therein.

The impact is direct for thousands of healthcare professionals awaiting a destination or a change of center in Castilla y León: the provisional resolution establishes, with itemized scores, who is awarded each position, who is excluded, and which categories remain without movement, although any award may still be modified during the appeals phase and in the final order.
