Sacyl opens call for free appointment for the head of healthcare personnel

The Regional Ministry of Health and Social Welfare of the Junta de Castilla y León has announced, through Order SAN/893/2026, of September 7, a public call to fill, via the free appointment system, the position of Head of the Personnel Planning and Management Service of the Regional Health Management (Sacyl). The announcement is published in the Official Gazette of Castilla y León, number 180, of September 16, 2026, and the order bears the signature of the regional minister Alejandro Vázquez Ramos, dated in Valladolid on September 9.

This is a key position in the management of human resources of the regional health system, assigned to the General Directorate of Personnel and Professional Development, within the Technical Directorate of Personnel and Labor Relations. The position, with Job Position Relationship code 55556, is classified in group A1, with level 28 and specific supplement 16, and its destination location is Valladolid.

Regulatory Framework

The call is based on article 48.2 of Law 7/2005, of May 24, on the Public Service of Castilla y León, which regulates the filling of positions by free appointment through public call, developed in article 61 of Decree 67/1999, of April 15. The appointment corresponds to the regional minister by virtue of article 26.1g) of Law 3/2001, of July 3, on the Government and Administration of the Community.

The current Job Position Relationship of the civil servant and statutory personnel of the Regional Health Management, both for central and peripheral services, determines the positions that can be filled by this procedure, the personnel who can occupy them, and the required requirements.

Requirements and Submission of Applications

Interested civil servants must submit their application using the instance model approved by the Order of March 9, 1987, available in the “Employee Services” section of the Junta’s public employment website. The deadline is fifteen business days from the day following the publication of the order.

• Applications are submitted at the registry of the Regional Ministry of Health, at Paseo de Zorrilla no. 1 in Valladolid, or in accordance with article 16.4 of Law 39/2015.
• A curriculum vitae shall be attached, including qualifications, positions held, and merits, with training and experience in positions of similar functional content being valued.
• Those not already linked to the Regional Health Management must prove their status as a career civil servant or statutory employee, including their group or category.
• The announced position may be declared vacant.

Appeals

An administrative appeal may be filed against the order, which exhausts administrative remedies, before the competent Court of First Instance within two months of its publication. Prior to this, and optionally, a motion for reconsideration may be filed before the Regional Ministry of Health and Social Welfare within one month.

The filling of this leadership position is decisive for the planning and management of personnel within the public health system of Castilla y León, at a time when the recruitment and retention of health professionals condition the provision of care throughout the community. The resolution of the process, which will be decided by free appointment, will define the direction of Sacyl’s human resources in the coming years.
