Sacyl opens the call for biosanitary research projects for 2027

The Regional Health Management (Sacyl) has published the Resolution of August 27, 2026, from its Presidency, establishing the selection and financing procedure for biosanitary, health management, and social-health care research projects to be developed in its centers during the year 2027. The call appears in the Official Gazette of Castilla y León, number 171, of September 3, 2026, page 71, with official reference BOCYL-D-03092026-171-13.

The initiative is part of the drive for R&D&i competitiveness that the Ministry of Health and Social Welfare and the Regional Health Management itself consider a priority to improve the prevention, diagnosis, and treatment of diseases. It is based on article 70.23 of the Statute of Autonomy of Castilla y León, which grants the Community exclusive competence in scientific and technical research, and article 74.4, which promotes biomedical and biotechnological research in its health institutions.

The regulatory framework is completed by Law 8/2010, on the Organization of the Health System, Law 10/2010, on Public Health, Law 17/2002, on the Promotion and Coordination of R&D&i, and the RIS3 Strategy of Castilla y León 2021-2027. The call is also integrated into the Strategic Plan for Health Research and Innovation of Castilla y León 2023-2027, approved by Order SAN/1403/2023, within the “Impulsa” Program, with special attention to Primary Care, Nursing, Urgencies, and Emergencies.

Financial Allocation and Modalities

The maximum planned financial contribution amounts to 1,620,000 euros, charged to budget application 05.22.467B01.64000 of the Regional Health Management budget for 2027, distributed by modalities:

• Modality A (Specialized Care): 1,180,000 €, divided into Group I (740,000 €) and Group II (440,000 €).
• Modality B (Health Emergencies, CEREMEDE, and Central Services): 40,000 €.
• Modality C (Primary Care): 400,000 €.

Each project may receive a maximum of 20,000 euros, and the funding must be fully executed in the 2027 fiscal year. Eligible expenses include bibliographic and inventory material, consumables, travel and per diems, and technical assistance, with specific limits: hardware may not exceed 1,500 euros and computer consumables may not exceed 5% of the budget.

Teams and Requirements

The research team will consist of a principal investigator, collaborators and, where applicable, a Co-PI, with a maximum of 10 researchers. At least 60% of the team must be professionally linked to the healthcare managements, Specialized Care, Primary Care, Health Emergencies, Central Services, CEREMEDE, or CHEMCYL; the remaining 40% may come from other public or private entities in Castilla y León.

• No researcher may appear in more than two projects of the call.
• The principal investigator and the Co-PI may not lead more than one project.
• Professionals in training through the residency system may participate if the duration of the project is consistent with their remaining period.
• Special value will be placed on the principal investigator being a woman, the leadership of young people under 40, and the participation of multidisciplinary teams.

Deadlines and evaluation

Applications shall be submitted exclusively by electronic means through the electronic office of the Junta de Castilla y León, addressed to the President of the Regional Health Management, within a period of fifteen business days from the publication of the call. The evaluation, carried out by a Valuation Commission, will score projects up to a maximum of 10 points, with at least 6 points required to be selected.

The provisional and final resolutions will be published in the Official Gazette of Castilla y León and in the Health Research Portal, with a maximum period of six months from January 1, 2027, to resolve. The justification of the projects must be submitted by March 31, 2028, and the scientific reports may opt for the Biosanitary Research Awards of Castilla y León.

The call, signed by the President of the Regional Health Management, Alejandro Vázquez Ramos, reinforces the research ecosystem of the regional health system, promoting both consolidated and emerging groups and the translation of results into clinical practice. For Sacyl researchers and centers, it represents a key funding opportunity in a year in which health R&D&i is consolidated as a strategic pillar of the Community.
