Sabor dao prethodnu suglasnost za Četvrtu reviziju razgradnje Nuklearne elektrane Krško

The Croatian Parliament has given prior consent for the confirmation of the Fourth Revision of the Decommissioning Program of the Krško Nuclear Power Plant and the Fourth Revision of the Radioactive Waste (RAW) and Spent Nuclear Fuel (SNF) Disposal Program of the Krško Nuclear Power Plant. The decision was made at the session on October 21, 2026, and was published in the Official Gazette (Narodne novine) no. 121 of October 23, 2026, under number 1438, with classification 022-02/26-01/92. It was signed by the Speaker of Parliament Gordan Jandroković.

The decision is based on Article 3 of the Act on the Confirmation of the Agreement between the Government of the Republic of Croatia and the Government of the Republic of Slovenia on the Regulation of Status and Other Legal Relations Related to the Investment, Operation, and Decommissioning of the Krško Nuclear Power Plant and the Joint Statement on the signing of that agreement (“Official Gazette – International Agreements”, no. 9/02). This is an act consisting of a single operational point, without transitional and final provisions, and the text specifies only the classification, place and date of adoption, and the signature of the Speaker of Parliament.

The prior consent refers to two separate documents that are subject to confirmation:

  • Fourth Revision of the Decommissioning Program of the Krško Nuclear Power Plant
  • Fourth Revision of the Radioactive Waste (RAW) and Spent Nuclear Fuel (SNF) Disposal Program of the Krško Nuclear Power Plant

Both documents bear the designation “fourth revision,” meaning this is the fourth edition of the two programs that track the life cycle of the power plant — from the decommissioning of the facility to the disposal of radioactive waste and spent fuel. The decision does not contain details regarding the content of the revisions, deadlines, or amounts; it only provides consent for their confirmation.

The basis for the decision is the Act on the Confirmation of the Agreement between the Government of the Republic of Croatia and the Government of the Republic of Slovenia on the Regulation of Status and Other Legal Relations Related to the Investment, Operation, and Decommissioning of the Krško Nuclear Power Plant, adopted along with the Joint Statement on the signing of that agreement.

  • The agreement was published in “Official Gazette – International Agreements”, no. 9/02.
  • The decision refers exclusively to Article 3 of that act as its legal basis.

This confirms that the Parliament’s actions in this matter remain within the bilateral framework established by the 2002 agreement, which regulates the status and legal relations between the two states regarding the joint power plant.

Who decided and where it was published

The decision was made by the Croatian Parliament at the session held on October 21, 2026, and in the text, it is marked with classification 022-02/26-01/92 and dated in Zagreb, October 21, 2026. It was signed by the Speaker of Parliament Gordan Jandroković, acting.

  • Gazette: Official Gazette (Narodne novine), volume CLXXXVIII, number 121
  • Publication date: October 23, 2026
  • Decision number in the table of contents: 1438, page 2

In the same issue, the Parliament also decided, among other things, on the composition of the Committee for Environmental and Nature Protection — by decision 1436, Mario Milinković was dismissed, and Miroslav Marković was elected as a member — which is a body whose scope of work directly touches upon the topic of decommissioning and radioactive waste.

Significance for Croatia and Local Communities

The confirmation of the revisions to the decommissioning and waste disposal programs is the foundation for further steps in the process jointly undertaken by Croatia and Slovenia, the consequences of which are directly felt in the local communities near the nuclear plant. By granting prior consent, the Parliament has paved the way for the confirmation of both documents, and the matter is now at a stage where the content of the revisions is decided based on internationally assumed obligations, rather than by an individual act of the government.
