Definitive approval of the staffing modification
The Sabiñánigo City Council has definitively approved the modification of its Staffing Plan and Job Descriptions No. 002/2026, which includes the creation of three new positions in the municipal cleaning and gardens service. The resolution was published this Tuesday, August 18, 2026, in the Official Gazette of the Province of Huesca, issue number 156, and bears registration number BOPH-2026-156012.
The modification was initially approved by the Plenary at its ordinary session on July 2, 2026, and once the public exhibition period had elapsed without any claims being filed, it was definitively approved on August 12, 2026, by the mayoress-president, Berta Fernández Pueyo.
Two new laborers and one gardens officer
The modification introduces two types of positions within the Administrative Unit B.2.3.2 Cleaning and Gardens:
- One First-Class Gardens Officer position (code B.2.3.2.2), with permanent labor status, classified in group C2, full-time, with an annual post allowance of €8,274.70.
- Two permanent intermittent Gardens Laborer positions (code B.2.3.2.3), also of labor status, classified in group L10 (Labor Personnel, permanent intermittent, gardens laborer), with an annual post allowance of €5,451.84 each.
The two permanent intermittent laborer positions will have a hiring period running from February 1 to November 1, with the possibility that these dates may be brought forward or delayed depending on weather conditions.
Context and governance
This action fits within the council’s commitment to safeguarding municipal public services in response to the growing demand for green space maintenance. With this expansion, the job catalog of the gardening service is reinforced with a total of three new positions, two of them seasonal in nature, allowing the service’s capacity to be adjusted according to the time of year.
The resolution is issued under the municipal powers regarding personnel and the organization of public services. Against it, which ends the administrative route, an optional appeal for reconsideration may be filed before the City Council Plenary within one month, or a contentious-administrative appeal before the Contentious-Administrative Section of the Court of Instance of Huesca within two months, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, and article 46 of Law 29/1998, of July 13, on the Contentious-Administrative Jurisdiction.

The incorporation of these three positions will allow the Sabiñánigo City Council to more efficiently manage the care of the municipality’s green spaces, especially during spring and summer, when maintenance demand is most intense.
