Sabiñánigo announces three administrative positions via open competitive examination

The Sabiñánigo City Council has approved the regulatory bases for the call to fill, through open competition, three vacant administrative positions within its permanent civil service staff. The bases were approved by the Local Government Board on September 2, 2026, and are published in the Official Gazette of the Province of Huesca number 169, Friday, September 4, 2026, with official reference BOPH-2026-169012.

The call, signed by the Mayor-President Berta Fernández Pueyo on September 3, 2026, offers a stable employment opportunity for the Alto Gállego region, as these are career civil servant positions in the administrative sub-scale, administrative class, group C, subgroup C1.

Positions and Regulatory Framework

The three positions are included in the 2024 Specific Public Employment Offer, approved by Agreement of the Local Government Board on December 26, 2024, and published in BOPH no. 248 and in the Official Gazette of Aragon no. 5, as well as in the 2025 Public Employment Offer, approved on May 6, 2025 (BOPH no. 82 and BOA no. 91). If a new offer with more administrative positions is approved before the deadline, the Mayor’s Office may incorporate them into this call via resolution.

The process is governed by the applicable public service regulations, most notably Law 39/2015 on Common Administrative Procedure, Royal Legislative Decree 5/2015 of the Basic Statute of Public Employees, and Law 7/1999 on Local Administration of Aragon.

Requirements and Submission of Applications

To participate, the following requirements must be met:

  • Hold Spanish nationality, nationality of a European Union member state, or a state with free movement of workers (with the exceptions provided for spouses and descendants).
  • Possess a Bachiller, Technician, or equivalent degree.
  • Be at least sixteen years of age and not exceed the maximum compulsory retirement age.
  • Not have been dismissed from the service of any Administration nor be disqualified from public functions.

Applications shall be submitted to the City Council Registry within a period of twenty business days starting from the day following the publication of the summary of the call in the Official State Gazette. Examination fees amount to 14 euros, with exemptions for the unemployed and recipients of the Aragonese Insertion Income, and a 50% reduction for large families.

Competition Phase

The selection system is a competitive examination, consisting of a phase of three eliminatory and mandatory exercises in which a maximum of 30 points can be achieved:

  • First exercise: written questionnaire of 100 questions with four alternative answers, in a maximum of one and a half hours.
  • Second exercise: one or several practical cases regarding the specific tasks of the position, including electronic administration, in a maximum of two hours.
  • Third exercise: practical office automation case on a computer with Windows operating system and the Microsoft Office suite.

The Evaluating Board, appointed by Mayoral Decree, will be composed of a president, four members and their substitutes, and will guarantee the principles of equality, merit, and capacity. Announcements of the process will be published on the municipal notice board and on the website https://sabinanigo.sedipualba.es.

Relevance for the region

This call represents a means of access to the local public service in one of the main towns of the Alto Gállego region, with three permanent positions that reinforce the city council’s administrative staff. The publication of the rules opens a process that, once the application period has closed, will culminate with the appointment of the highest-scoring candidates as career civil servants.
