Sabiñánigo announces three Administrative positions via open competitive examination

Sabiñánigo convoca tres plazas de Administrativo mediante oposición libre

The Sabiñánigo City Council has approved the rules for the selection process to permanently fill three Administrative Assistant positions through an open competitive examination. The agreement of the Local Government Board dated September 2, 2026, is published in the Official Gazette of Aragon on September 21, 2026, number 183, within section II (Authorities and Personnel, Competitive Examinations and Contests), with official reference BOA20260921009.

The positions belong to the Administrative Subscale, Administrative Assistant Class, Group C, Subgroup C1, of the General Administration, and are vacant within the City Council’s civil service staff. Their filling is part of the specific 2024 Public Employment Offer, approved by agreement of the Local Government Board on December 26, 2024, and published in the Official Gazette of the Province of Huesca number 248, dated December 27, 2024, and in the Official Gazette of Aragon number 5, dated January 9, 2025, as well as the 2025 Public Employment Offer, approved on May 6, 2025, and published in the Official Gazette of the Province of Huesca number 82, dated May 7, 2025, and in the Official Gazette of Aragon number 91, dated May 15, 2025.

The rules further provide that, if a new employment offer with more Administrative Assistant positions is approved before the application deadline, the Mayor’s Office may incorporate them into this call via resolution, with the corresponding publicity.

Three eliminatory exercises and a maximum of 30 points

The selection system is an open competitive examination, with an opposition phase consisting of three mandatory and eliminatory exercises, scored out of a maximum of 30 points:

  • First exercise: a written questionnaire of 100 questions with four alternative answers, plus ten reserve questions, based on the program in Annex I, with a maximum time of one and a half hours. Each correct answer adds 0.10 points and each error subtracts 0.03; blank answers are not penalized. It is scored from 0 to 10 points, and the cutoff score cannot be lower than 2.
  • Second exercise: one or several practical cases on aspects specific to the positions, including basic knowledge of electronic administration tools, with a maximum of two hours. It is scored from 0 to 10 points, with a minimum of 4 if the correction is anonymous and 5 if it is not.
  • Third exercise: a practical office automation case on a computer with the Windows operating system and the Microsoft Office suite. It is scored from 0 to 10 points, with the same minimums of 4 or 5 points.

The program for the call consists of 41 topics, ranging from the Spanish Constitution and the Statute of Autonomy of Aragon to public procurement, local treasuries, data protection, and office automation tools.

Requirements, exam fee, and application deadline

Applicants must meet, among other conditions, the following:

  • Spanish nationality or nationality of a member state of the European Union, under the terms provided in the rules.
  • Functional capacity for the performance of the tasks and a minimum age of sixteen, without exceeding the maximum compulsory retirement age.
  • Bachiller degree, Technician degree or equivalent, or be in a position to obtain it.
  • Not have been dismissed through disciplinary proceedings from any public administration nor be disqualified from exercising public functions.

The examination fee is 14 euros. Unemployed persons and recipients of the Aragonese Insertion Income are exempt, and must prove their status with a report from the Aragonese Employment Institute (INAEM); members of large families will pay 50%. Payment shall be made at the Municipal Treasury or by transfer to the accounts of the Sabiñánigo City Council at Banco Santander and Ibercaja.

Applications, addressed to the Mayor-President, shall be submitted at the City Council’s entry registry or through the means specified in article 16 of Law 39/2015 within a period of twenty business days starting from the day following the publication of the summary of the call in the Official State Gazette.

Tribunal, job bank and taking office

The qualifying Tribunal will be appointed by decree of the Mayor’s Office and will consist of a presidency, four members and their respective substitutes, one of whom will serve as secretary. Its members must be career civil servants of a group equal to or higher than C1, and parity between men and women will be sought.

A job bank will be created with the applicants who pass the competitive examination phase without securing a position, to cover temporary substitutions or future vacancies in the Administrative Subscale, Subgroup C1. The job bank will be valid for three years from its publication, extendable for one year.

Proposed persons will have ten calendar days to present the supporting documentation and must take office within ten calendar days from the notification of their appointment. Against the rules, final in administrative proceedings, an appeal for reversal may be filed within one month before the Mayor’s Office or a contentious-administrative appeal within two months.

The call is signed by the Mayor-President, Berta Fernández Pueyo, and represents a new way of accessing local public service in the Alto Gállego region, with three stable subgroup C1 positions and an associated employment bank that will expand the municipal capacity to cover leaves and vacancies over the coming years.
