Sabiñánigo approves the regulations for its Local Police

The Sabiñánigo City Council has definitively approved the Organization and Operation Regulations of the Local Police Force, a regulation that organizes the structure, working day, uniforms, weaponry, secondary activity, and disciplinary regime of the municipality’s officers. The text, signed by the mayor-president Berta Fernández Pueyo on September 3, 2026, is published in the Official Gazette of the Province of Huesca number 170, Monday, September 7, 2026, with reference BOPH-2026-170017.

The regulation was initially approved in an ordinary plenary session held on July 2, 2026. As no claims were submitted during the public information process, the agreement was elevated to definitive status with the wording published in full in the gazette. The regulation, which repeals any previous agreements and provisions that may be contrary, will enter into force fifteen business days after its full publication in the provincial gazette.

Content and structure of the regulation

The regulation is organized into eight titles and more than 180 articles that address the operation of the force in detail. Among its main blocks are:

• Title I and II: general provisions, nature and legal regime, functions, organic structure, hierarchy and functions of the Chief, Officers, and Agents.
• Title III: membership of the force, working day, schedules, annual service roster, rights and duties of the agents.
• Title IV: facilities, uniforms, emblems, police badge, weaponry, vehicles, communications, and electronic control devices (ECD).
• Title V and VI: professional training and promotion, awards and rewards.
• Title VII and VIII: secondary activity and disciplinary regime.

Working day, uniforms, and weaponry

The regulation establishes the annual and daily working day, service shifts, minimum service, and the annual roster, as well as overtime and extraordinary services. Regarding uniforms, it regulates the mandatory use of the uniform, headgear, gala uniform, emblems, police badge, and decorations, as well as the uniform inspection.

As for weaponry, the regulation defines the Local Police as an armed institute and details the weapons license, possession rules, storage, individual records, membership guides, and usage criteria, including the protocol for the withdrawal of firearms. Police vehicles, communications, and electronic control devices are also regulated.

Secondary activity and disciplinary regime

The title dedicated to the second activity covers the causes and modalities of transition to this situation, the ages and conditions for access —due to insufficient psychophysical aptitudes, reaching the age limit, 25 years of effective service, or pregnancy—, the filling of positions, the functions, and the legal and remunerative regime. The disciplinary regime, for its part, establishes the applicable regulations, the offenses and sanctions, the responsible persons, and the disciplinary procedure, including its competent bodies and precautionary measures.

Against the agreement, which exhausts the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Aragon within two months of its publication, without prejudice to other appeals deemed appropriate.

The approval of this regulation provides the Local Police of Sabiñánigo with a complete and updated regulatory framework that directly affects officers in their daily work and, indirectly, all citizens, by regulating the provision of an essential security service in the municipality and its area of influence.
