Sabiñánigo definitively approves the Tendering Document for the Slaughterhouse

The Plenary Council of Sabiñánigo, in an ordinary session held on September 3, 2026, definitively approved the modification of the Staffing Table (RPT) and the personnel roster regarding the Slaughterhouse service, after upholding the allegation presented against the initial approval agreement. The agreement, signed by the mayor-president Berta Fernández Pueyo on September 7, is published in the Official Gazette of the Province of Huesca number 172, dated September 9, 2026, with reference BOPH-2026-172011.

The modification, identified as RPT 002/2025, stems from the plenary agreement of August 28, 2025, which initially approved the reorganization of the Slaughterhouse positions. The final text conforms to the Negotiating Table Agreement of April 29, 2025, incorporating the two positions that had been erroneously excluded from the initial agreement.

Upheld Allegation and Recovered Positions

The Plenary upheld the allegation presented by Ms. P.A.S, as the initial agreement did not align with what was agreed upon at the Negotiating Table. Consequently, the two positions that had been left out are incorporated:

• Manager of the Slaughterhouse Operational Unit (RPT no. 71).
• Slaughterhouse Operator/Driver (RPT no. 75).

New Functions and Supplements

A transversal support function is added to positions B.2.3.1-1 (Manager of the Slaughterhouse Operational Unit), B.2.3.1-2 (Slaughterhouse Operator), and B.2.3.1-3 (Slaughterhouse Operator/Driver, to be phased out), consisting of providing support, when required within their usual working day, in basic tasks of other work units: garden operator, cleaning, masonry, and culture.

Likewise, the specific supplement for RPT positions no. 72, 73, and 74 is updated to 11,460.82 euros, resulting from the update in accordance with Royal Decree-Law 14/2025, of December 2, on urgent measures regarding public sector remuneration. It is further clarified that the availability hour pool will only be used for tasks specific to the Slaughterhouse service.

Publication and Appeals

Once the modification is definitively approved, it will be published in full in the Official Gazette of the Province, and a copy will be sent to the State Administration and the competent body of the Autonomous Community. Against the resolution, which ends the administrative route, the following may be filed:

• An optional appeal for reversal before the Plenary, within one month.
• A contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Huesca, within two months.

The final approval of the RPT (Personnel Structure Table) of the Slaughterhouse provides legal certainty to the service staff, corrects the error of the initial agreement, and updates remuneration in accordance with current regulations, further guaranteeing that the availability hour pool is allocated exclusively to the specific tasks of the municipal slaughterhouse.
