Rus approves the municipal ordinance on civic conduct

The Plenary Session of the Rus City Council (Jaén) has initially approved the Municipal Ordinance regulating the promotion of civic behaviors, a regulation that will govern coexistence in the municipality and whose non-compliance may lead to sanctions for residents. The agreement was adopted in an ordinary session held on July 31, 2026, and its edict is published in the Official Gazette of the Province of Jaén, number 170, of September 2, 2026, page 13226.
The publication is carried out in accordance with Article 49 b) of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, which requires the initial approval of ordinances to be submitted for public information. The edict is signed by the mayor, Rocío Beltrán Valcárcel, who makes the agreement known for the general knowledge of the residents.
Period for Allegations
Interested parties may examine the file and formulate the claims and suggestions they deem appropriate within a period of thirty days starting from the day following the publication of this edict in the official gazette.

Final Approval
Once the aforementioned period has elapsed without any claim having been formulated, the provisional approval shall be understood as final under Article 49 c) of the same legal text. In this way, the ordinance will come into force without the need for a new plenary procedure if no allegations are presented.
The new regulation is part of the regulatory power of city councils to regulate citizen coexistence and classify uncivil behaviors, a tool increasingly common in Andalusian municipalities to preserve public space and quality of life.
