Ruiz de Gopegui takes office as an Early Childhood Education official in Haro

The Official Gazette of La Rioja publishes this Monday, October 19, 2026, Resolution 2387/2026, of October 13, by which Javier Ruiz de Gopegui Ruiz de la Cuesta is appointed as a career civil servant of the Body of Special Administration Assistant Officers (Early Childhood Education) (E046C/22). The common bases were approved by Resolution 1911/2022, of December 26, and the call was organized with Resolution 1912/2022, of December 28, both from the then Ministry of Finance and Public Administration and published in the Official Gazette of La Rioja number 250, of December 30, 2022.

The judicial process is summarized in four milestones:

• Judgment 298/2025, of November 14, from the Contentious-Administrative Chamber of the TSJ of La Rioja, issued in contentious-administrative appeal number 0000218/2024.
• Resolution 606/2026, of March 17, which executed that judgment and allocated the appellant a vacancy at the C.E.I.P.C. ‘Príncipe Felipe’ of Rincón de Soto, notified on March 18, 2026.
• The execution incident filed on March 27, 2026, by the interested party, who disagreed with the assigned location.
• Order number 7/2026, of July 31, 2026, notified to the Autonomous Community on September 7, 2026, which upholds the incident and declares the applicant’s right to be allocated the corresponding position.

As a result, the Ministry nullifies the vacancy in annex II of Resolution 606/2026 and replaces it with the one that remained vacant among those offered in the exceptional process of body E046C/22, maintaining the rest of the acts derived from the execution of the judgment.

Destination in Haro and position conditions

The annex of the resolution details the position allocated on a permanent basis:

• Department: 08, Education and Employment.
• Body: 0805, Vice-Ministry of Education, Universities and Vocational Training-General Directorate of Educational Management.
• Center: 080574, C.E.I.P.C. ‘Las Luces’ de Haro.
• Job Position: Technical Assistant for Early Childhood Education.
• Group B, level 17, with a specific supplement of 7,431.96 euros.
• Requirement: Higher Technician in Early Childhood Education or equivalent degree, in accordance with article 24 of Decree 49/2009.
• Split shift, morning and afternoon regime from Monday to Friday.

The position will be permanent, equivalent for all purposes to that obtained by competition, according to article 1.2 of Decree 78/1991, of November 28, which regulates the filling of job positions for civil servant personnel of the regional Administration.

Deadlines for taking office and means of appeal

The taking of office must be carried out before the Technical General Secretariat of the corresponding Ministry within ten business days counting from the day following the publication of the resolution in the Official Gazette of La Rioja. The resolution is based on article 25 of Royal Decree 364/1995, of March 10, on article 15.2.j) of Law 9/2023, of May 5, on the Public Service of the Autonomous Community of La Rioja, and on base 24 of Resolution 1911/2022.

This text exhausts the administrative route in accordance with article 45 of Law 4/2005, of June 1. An optional appeal for reversal may be filed before the Ministry of Finance, Public Governance, Digital Society and Government Spokesperson within one month, or a contentious-administrative appeal before the Contentious-Administrative Chamber of the TSJ of La Rioja within two months. The resolution was signed in Logroño on October 13, 2026, by the counselor Alfonso Domínguez Simón.
