Rubio Soler, new Deputy Director General of Geomatics at the ICV

The Third Vice-Presidency and Department of Environment, Infrastructure, Territory and Recovery has resolved to appoint María del Mar Rubio Soler as Deputy Director General of Geomatics of the Institut Cartogràfic Valencià (ICV). The appointment, adopted through the system of free designation, is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10448, dated September 10, 2026, by means of the Resolution of August 27, 2026 (official reference DOGV-C-2026-28582).
The resolution fills job position no. 32150, which was announced by the Resolution of July 13, 2026, of the Directorate General of Public Service (announcement number 121/2026, published in DOGV no. 10405, dated July 15, 2026). The process is handled in accordance with the fourth basis of the announcement, Article 115 of Law 4/2021, of April 16, on the Valencian public service, and Articles 58 and following of Decree 3/2017, of January 13, of the Consell, which regulates the selection, filling of positions, and mobility of personnel.
Profile of the appointed person
María del Mar Rubio Soler is a career civil servant of the Generalitat of the body/scale A1-04-08 and an engineer in Geodesy and Cartography, with NRP 3149. The competent body formulated the proposal after certifying that the selected person meets the requirements and conditions demanded in the announcement.
The position of Deputy Director General of Geomatics is assigned to the Directorate General of the ICV, with the following remuneration characteristics:
- Destination supplement level 30.
- Specific supplement E050.
Cessation and taking office
The resolution sets the deadlines for joining the new destination:
- Cessation from the current job position will occur ex officio on the same day as the publication of the resolution in the DOGV.
- The taking of office in the new destination will take place the day following said publication.
The act, signed by Vicente Martínez Mus, third vice-president and counselor of Environment, Infrastructure, Territory and Recovery, concludes the administrative route. An optional appeal for reversal may be filed against it within one month, or a contentious-administrative appeal before the contentious-administrative court of Valencia (or that of the district of the plaintiff’s domicile) within two months, in accordance with Law 39/2015 and Law 29/1998.
Relevance of the appointment
The filling of this level 30 management position strengthens the technical leadership of the Institut Cartogràfic Valencià, the body responsible for cartography, geodesy, and territorial information of the Comunitat Valenciana. The appointment of a Geodesy and Cartography engineer to lead the sub-directorate of Geomatics ensures the continuity of the institute’s technical functions and the geographic information services it provides to the administration and the public.
