Rubielos de Mora opens 30-day period for objections to the waste collection tax
Por FactBox Admin

The Plenary of the Rubielos de Mora City Council provisionally approved, in an ordinary session on October 7, 2026, the modification of the Fiscal Ordinance regulating the tax for the home collection of urban solid waste. The agreement is published in the Official Gazette of the Province of Teruel number 206, dated October 27, 2026, with the official reference 2026-3103. The resolution submits the file to public review for thirty days, which affects the bill paid by all residents for the garbage service.
One month to examine the file and file objections
The procedure complies with article 17.2 of the Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries, a regulation that requires opening a public review period before the final approval of any modification to a fiscal ordinance. The calculation of the period does not begin on the day of publication, but on the day following the insertion of the announcement in the provincial gazette.
Interested parties have the following means to consult the file and submit claims:
- In-person consultation at the municipal offices of Rubielos de Mora during the exhibition period.
- Electronic consultation at the electronic headquarters of the Rubielos de Mora City Council (http://rubielosdemora.sedelectronica.es).
- Submission of any objections that each interested party deems appropriate within the thirty days.
- Automatic elevation of the agreement to final status if no claim is registered within that period.
Without claims, the modification remains approved
The announcement signed by the Rubielos de Mora City Council is explicit: once the period has elapsed without claims, the provisional approval agreement will be considered definitively approved, without the need for a new pronouncement by the Plenary. This is the usual consequence of article 17.2 and explains why the objection process concentrates all the residents’ margin to discuss the content of the ordinance and, therefore, the amount of the tax.
The publication does not detail the amounts or the specific articles being modified in the announcement; those data appear in the file that must be examined at the municipal offices or on the electronic headquarters.
A procedure repeated across the province
The review of the waste tax has spread this autumn across the municipalities of Teruel. In the last few weeks alone, the Official Gazette of the Province of Teruel has published equivalent procedures from other localities:
- Nogueruelas, with reference 2026-2689: provisional approval by the Plenary of September 11, 2026, which also modifies the drinking water and sewerage ordinances.
- Puertomingalvo, with reference 2026-2792: provisional approval by the Plenary of September 24, 2026, of the urban solid waste collection ordinance.
The procedures follow the same legal framework and the same thirty-day public exhibition period, confirming a coordinated time-based review of a service whose cost has increased throughout the province.
What it means for residents
The modification of the waste tax ordinance is the instrument that determines who pays for garbage collection and how much; therefore, its revision translates directly into the home bill for each dwelling and the tax burden on businesses and activities within the municipality. The appeals period is the only time when the residents of Rubielos de Mora can challenge the content of the text before it becomes final and applicable.
