Rubí obre a al·legacions el projecte de videovigilància de 557.059 euros

The Plenary of the Rubí City Council initially approved, in the session of October 29, 2026, the executive video surveillance project for the promotion of security and coexistence in the municipality, with an execution budget per contract of 557,059.47 euros, VAT included. The agreement is now published as an initial approval announcement in the Official Gazette of the Province of Barcelona (BOPB) on November 3, 2026, with the official reference CVE 202610163650. The project is open for a period of 30 business days of public exhibition for examination and the submission of allegations.

The processing is carried out in accordance with sections 1 and 2 of article 37 of Decree 179/1995, of June 13, which approves the Regulation of Works, Activities and Services of Local Entities, in relation to article 52.2 of Law 26/2010, of August 3, on the legal regime and procedure of the public administrations of Catalonia. The announcement, identified with the code PU-01-2026, is signed in Rubí, on November 1, 2026, by the deputy general secretary, Marta Cuesta García.

An execution budget of 557,059.47 euros

The cost of the project is broken down into two concepts, according to the initial approval announcement:

  • 460,379.73 euros of execution budget per contract without taxes.
  • 96,679.74 euros corresponding to the 21% VAT.
  • 557,059.47 euros total, VAT included.

The approved object is the “Executive video surveillance project for the promotion of security and coexistence in Rubí”, in version V3 of September 2026.

Thirty business days of public exhibition

The public information period is 30 business days and, during this period, the file can be consulted through two channels:

  • In person, from Monday to Friday, from 9:00 to 13:30 hours, at the Public Works Office of the Rubí City Council, at Ctra. de Terrassa, 116.
  • Electronically, through the urban planning section of the municipal website, at the address https://seu.rubi.cat/urbanisme.

The edict does not establish any other specific channel for the submission of allegations beyond the consultation of the file and the formulation provided for by the applicable regulations.

Technical drafting of the project

The initially approved document was drafted by EACOM INGENIEROS Y CONSULTORES, S.A., as stated in the Plenary agreement now being published. The version submitted for public information is the third (V3), dated September 2026, and replaces previous versions of the same project. The initial approval does not equate to the award of any contract: it is the previous step that opens citizen participation before the tendering of the works and installations.

The publication comes after the same Plenary approved other files in the session of October 29, and is made in the local administration section of the provincial gazette, on page 1-1 of the announcement.

For the residents of Rubí, this procedure is the actual window to discuss the scope, location, and legal guarantees of a camera system that affects public space and data protection. Anyone wishing to influence the final design of the deployment has 30 business days from the date of publication to submit their comments in writing to the City Council, before the project moves to the contracting phase.
