Rota initially approves two key regulations for the city council

Two regulations approved in the same plenary session

The Plenary of the Rota City Council, in an extraordinary session held at first call on July 29, 2026, initially approved two municipal regulations that directly affect the internal organization of the city council and citizen safety. These are the Teleworking Regulation of the Rota City Council and its Public Sector and the Regulation of the Local Police of Rota, both published in the Official Bulletin of the Province of Cádiz number 158, of August 18, 2026.

The approval was adopted in a single extraordinary plenary session: the first item on the agenda corresponded to the Local Police regulation (notice no. 259.168), while the second item dealt with the teleworking regulation (notice no. 259.166). Both agreements were electronically signed by the Deputy Secretary General of the City Council.

Public information period of thirty business days

Once published in the official bulletin, both regulations are subject to a period of thirty business days for the submission of claims and suggestions by citizens. The City Council specifies that the texts will be deemed definitively approved if, after said period has elapsed, no allegations are made.

The documents are available for consultation and review at the Department of Presidency and Human Resources (Personnel Department), located at Plaza de España, number 2, García Sánchez Building, during public service hours from 9:00 a.m. to 2:00 p.m. The full text of the initial approval agreement can also be consulted on the city council’s Transparency Portal (www.aytorota.es/transparencia), in the Human Resources section.

Scope and reach of each regulation

• The Teleworking Regulation extends its scope to the Rota City Council and its entire public sector, which suggests a comprehensive regulation of remote working modalities for municipal staff.
• The Local Police Regulation defines the internal regulatory framework of this security force, which exercises its own powers regarding urban traffic management, surveillance, and citizen protection in accordance with Organic Law 2/1986, of March 13, on Security Forces and Corps.

Both regulations respond to a need to modernize administrative management and update the disciplinary and functional regime of local officers.

Relevance for the residents of Rota

The initial approval of these two regulations is a prior and indispensable step before their definitive entry into force. The public information procedure guarantees citizen participation and allows interested parties to submit observations that, where applicable, could lead to modifications of the text before its final approval. The teleworking regulations will adapt the working conditions of municipal staff to new organizational realities, while the update of the Local Police regulations will seek to provide the corps with regulatory tools in line with current public safety requirements.
