Roquetas de Mar reclassifies its Deputy Secretariat to first class

The General Secretariat of Local Administration of the Regional Ministry of Tourism, Justice, Deregulation and Local Administration has agreed, by resolution dated August 15, 2026, to the reclassification of the position of Deputy Secretary of the City Council of Roquetas de Mar (Almería) to class 1st, reserved for Local Administration officials with national qualification. The measure is published in the Official Gazette of the Junta de Andalucía (BOJA) number 166, of August 27, 2026, pages 11266/1 and 11266/2, with official reference 00342496.

The position moves from class 2nd (code 21948) to class 1st (code 27099), within the Secretariat subscale, superior category, with a destination supplement level of 30. The resolution, which exhausts administrative remedies, is signed by the general secretary Cristina Alejandra Jiménez Jiménez.

Regulatory Framework

The reclassification is processed under Royal Decree 128/2018, of March 16, which regulates the legal regime of Local Administration officials with national qualification, and section 7 of article 92.bis of Law 7/1985, of April 2, regulating the bases of Local Regime. Article 7.1.h) of Decree 191/2026, of July 30, which establishes the organic structure of the Regional Ministry, is also invoked.

The file has been instructed and processed in accordance with the provisions of the aforementioned Royal Decree 128/2018, following the request submitted by the local entity.

Characteristics of the Reclassified Position

The position of Deputy Secretary is configured with the following features:

  • Subscale and category: Secretariat, superior.
  • Destination supplement level: 30.
  • Assignment: Group A, Subgroup A1.
  • Provision method: Competition.
  • Status: permanently occupied by Dolores del Pilar González Espinosa.

In accordance with the first additional provision of Royal Decree 128/2018, the reclassification does not affect the destination of the position holder, who maintains their status.

Effects and Appeals

The resolution shall take effect from the day following its publication in the BOJA. However, the reserved functions may continue to be performed according to the previous situation for a maximum period of three months, until the position is filled in accordance with the provision systems provided for in Royal Decree 128/2018.

An administrative-law appeal may be filed against the resolution before the judicial bodies of this order, or an optional appeal for reversal before the same body within one month of its publication, in accordance with Law 39/2015, of October 1, on the Common Administrative Procedure.

The reclassification reinforces the reservation of a key local administration position for officials with national qualification, ensuring that the provision of the Deputy Secretary office of Roquetas de Mar is carried out through a competitive process among qualified personnel from the Secretariat sub-scale, with the remuneration level corresponding to class 1st.
