Roquetas abre la 23ª convocatoria del examen de aptitud para taxistas

The Roquetas de Mar City Council has announced the 23rd aptitude test for obtaining the Municipal Taxi Driver Aptitude Certificate, with a application submission period of 10 business days starting from the day following the publication of the announcement. The call for applications stems from the agreement adopted by the Local Government Board in the session of October 20, 2026, and is published in the Official Gazette of the Province of Almería No. 209, dated October 28, 2026, under file reference 2935/26.

Regulatory Framework and Convening Body

The rules are approved under articles 27.c) and 29.b) of the Regulations for Public Passenger Transport Services in Tourism Automobiles, approved by Decree 35/2012, of February 21, and amended by Decree 84/2021, of February 9, as well as Title IV of the Municipal Ordinance for the Urban Transport Service in Light Automobiles (Taxis) of Roquetas de Mar, published in BOPA No. 179, of September 16, 2024.

The announcement is signed by the Councilor delegated for Presidency, Energy, Water, Transport, Agriculture, and Fisheries, Rocío Sánchez Llamas, by virtue of the powers conferred by the Decree of February 1, 2021 (BOP of Almería No. 25, of February 8). The municipal file is 2026/6700.

Deadline, Documentation, and List of Admitted Candidates

Applications shall be submitted at the General Entry Registry of the City Council or through the channels established in article 16.4 of Law 39/2015, of October 1. They must be accompanied by:

  • Certified photocopy of the N.I.F./N.I.E./C.I.F.
  • Certified photocopy of a valid driver’s license.
  • Medical certificate from a registered physician or authorized center certifying that the applicant does not suffer from any physical impediment to the exercise of the profession.
  • One recent passport-sized photograph.

The absence of all or part of the documentation will result in exclusion, and the applicant will not be called for the exam. The provisional list of admitted and excluded candidates, including the reasons for exclusion, will be published on the Notice Board and on the municipal website, and will become final after a correction period of 7 calendar days. The same agreement will indicate the location, date, and time of the theoretical test; admitted candidates must attend with a valid DNI, NIE, driver’s license, or passport, under penalty of inadmission.

Two Eliminatory Tests and Certificate Validity

The theoretical test, which is mandatory and eliminatory, consists of 50 multiple-choice questions on taxi regulations—the Law for the Regulation of Urban and Metropolitan Passenger Transport in Andalusia, the regional regulation, the municipal ordinance, and current tariffs; one correct answer is deducted for every three errors, and a minimum of 5 points out of 10 is required. The result will be published within a maximum of 48 hours.

The practical test, evaluated by the Traffic service of the Local Police, measures knowledge of the street layout, tourist points of interest, public offices, hotels, and the most direct itineraries. Passing the theoretical exam is valid for one calendar year; within that period, the applicant must request an appointment via the Registry, indicating the taxi license number and the registration plate of the vehicle with which they will be examined. If they fail to do so or do not pass the practical test, they must restart the process. The certificate obtained is valid for five years, renewable without an exam if at least one year of professional practice is proven.

Composition of the tribunal

The qualifying body will consist of:

  • President: Miguel Ángel López Rivas, Principal Superintendent Chief of the Local Police; substitute, Antonio Villanueva Malpica, Superintendent and 2nd Chief.
  • Member: María del Carmen Berenguer Rivas, Legal Services Manager; substitute, José Frías Martínez.
  • Secretary: Silvia Montes Montes, official assigned to the Presidency area by delegation of the Secretary General; substitute, Ana Mª Carreño Moreno.

The application form is found in Annex I of the announcement and includes a declaration of compliance with article 43 of the ordinance and a commitment to exclusive dedication to the activity of auto-taxi driver in the event of passing the test and registering for a license.

The call opens a new route of access to the taxi service in one of the municipalities with the highest tourist activity in the province of Almería, where obtaining the certificate is an essential requirement to join as a salaried driver or license holder. Interested parties have a brief window—ten business days—and a documentary file that should be prepared in advance, as subsequent corrections are limited to seven calendar days.
