Ropaži Municipality Council determines the support procedure for associations, foundations, and religious organizations
Por FactBox Admin

Ropaži Municipality Council has adopted binding regulations No. 36/26 “On the support of the Ropaži municipality local government for associations, foundations, and religious organizations”. The document was published in the official publication “Latvijas Vēstnesis” on November 5, 2026, in issue No. 214, under the “LOCAL GOVERNMENTS” section, with the official reference OP 2026/214, item 9. Upon publication, the regulations become binding throughout the municipality’s territory and form the official basis for granting local government support to the non-governmental sector.
Binding regulations are a local normative act issued by the municipal council, the prerequisite for which is publication in the official publication, unless a later effective date is specified in the document itself. The place of publication indicates that the Ropaži Municipality Council resolved this matter during a regular council meeting and included it among other municipal territorial planning decisions.
Position of the regulations in the agenda of the same publication
In issue No. 214, the Ropaži Municipality Council published three consecutive decisions, and the support regulations are the third among them:
- Item 7 — local plan for the land units of the property “Anitas” with cadastral designations 80600030012 and 80600030221, in Baltezers, Garkalne Parish, Ropaži Municipality; binding regulations No. 33/26;
- Item 8 — local plan for the land unit of the property “Regīnas” with cadastral designation 80600030151, in Baltezers, Garkalne Parish; binding regulations No. 34/26;
- Item 9 — binding regulations No. 36/26 on local government support for associations, foundations, and religious organizations.
The numbering indicates that the regulations are part of the Ropaži Municipality Council’s 2026 series of binding regulations: previously, the participatory budget regulations No. 32/26 (OP 2026/211, November 2, 2026) were published in the official publication.
Three groups of addressees
The title of the regulations names three groups of organizations to which the local government support applies:
- associations;
- foundations;
- religious organizations.
This means that the support regulations cover both classic non-governmental organizations and religious organizations as a separate category of recipients. The specific conditions — available funding, application deadlines, evaluation procedure, and reporting — are included in the document itself, which is available in the official publication.
Financial and budget framework
The support regulations must be read together with the other municipality financial documents already published this year. The Ropaži Municipality budget for 2026 is determined by the binding regulations No. 1/26 of January 28, 2026, and its amendments No. 27/26 published in OP 2026/175 on September 11, 2026. The participatory budget also operates separately, the regulations of which No. 32/26 were published on November 2, 2026, with reference OP 2026/211, point 15.
This creates three distinct municipality support paths: institutional budget positions, the residents’ participatory budget, and new regulations dedicated specifically to the organized non-governmental sector. Associations and foundations must henceforth evaluate which of these instruments is applicable to a specific project.
What this means for the local non-governmental environment
New regulations on support for associations, foundations, and religious organizations mean that municipality funding for this sector gains a unified, published, and verifiable regulatory framework. Organizations that previously relied on individual decisions or oral agreements with the municipality must henceforth reckon with a procedure fixed in a document and an official reference to binding regulations No. 36/26.
The practical impact on readers is direct: non-governmental organizations operating in Ropaži Municipality — in the territories of Garkalne, Stopiņi, Ropaži, and Mārupe parishes, as well as in Baltezers and other villages — must prepare applications in accordance with the new document, rather than previous practice. The text of the regulations is available in the official publication and its electronic archive.
