Rojales I: public information for the 4.965 MW solar plant in six municipalities

Rojales I: información pública de la planta solar de 4,965 MW en seis municipios

The Third Vice-Presidency and Department of Environment, Infrastructure, Territory and Recovery has opened for public consultation the requests for prior administrative and construction authorization, along with the occupation of livestock routes, for the Rojales I photovoltaic plant and its evacuation infrastructure. The announcement is published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10452, dated September 16, 2026, with reference DOGV-C-2026-28982, within section V of announcements.

The installation, promoted by Premier SPV 11, SL (CIF B06798797, domiciled in Zaragoza), has an installed capacity of 4,965 kW and a granted access capacity of 4,745 kW, and is being processed under file ATALFE/2024/33/03. The project budget amounts to €3,617,138.02.

Technical characteristics of the plant

The FV Rojales I photovoltaic plant of 2 MWp consists of a generating field of 8,568 bifacial photovoltaic modules with a unit power of 670 Wp, mounted on north-south single-axis trackers. The modules are connected to two inverters of 1,987 kW and 2,978 kW, whose nominal power totals 4.965 MW, limited by a controller to the access capacity of 4.745 MW.

  • Two transformers of 2,005 and 3,005 kVA raise the voltage to 20 kV.
  • Interconnection line of 1,083 m between transformers.
  • High-voltage underground line of 12,773 m to a new sectioning center.
  • Final connection to the overhead line “Paredes de 20 kV de la ST Rojales”.

Six municipalities and occupation of livestock routes

The plant will be located in the municipality of Jacarilla, while the evacuation infrastructure runs through Orihuela, Algorfa, Almoradí, Los Montesinos, and Rojales. The project requests the temporary occupation of several livestock routes:

  • Vereda de Fuente Amarga
  • Colada de la Ermita del Carmen
  • Senda de Serranos
  • Colada de Catral
  • Colada de Torrevieja

The documentation submitted for consultation includes the executive project, the environmental impact study, the landscape integration study, the decommissioning and land restoration plan, and the separate reports addressed to the six city councils, the Segura Hydrographic Confederation, ADIF, Red Eléctrica de España, Telefónica, Nedgia, Exolum, and Lyntia Networks, among other organizations.

Deadline for allegations and urgent processing

As it is a project with a capacity equal to or less than 10 MW, it falls under Decree-law 14/2020, of August 7, of the Consell, which grants it priority status and urgent processing, reducing ordinary deadlines by half. Natural or legal persons who consider themselves affected may examine the documentation on the department’s public information portal and submit allegations within fifteen (15) business days starting from the day following the publication of the announcement, electronically via the Generalitat’s electronic headquarters or through the means specified in article 16 of Law 39/2015.

The announcement, signed on September 2, 2026, by Sara Blanes Bas, head of the Territorial Service of Industry, Energy, and Mines of Alicante, thus opens the door to citizen participation in a project that reinforces the renewable deployment in the Vega Baja, although its evacuation layout and the occupation of livestock routes in six municipalities make significant neighborhood interest foreseeable during the process.
