Roda de Berà announces an administrative position for internal promotion

The Roda de Berà City Council has approved the regulatory bases and the call for the selection process to permanently fill one administrative position in the General Administration Scale, Administrative Subscale, group C1, through a competitive examination under an internal promotion regime. The agreement was adopted by the Local Governing Board on September 2, 2026, and was published in the Official Gazette of the Province of Tarragona on September 16, 2026, with official reference CVE 2026-08372.
The called position, number 231 of the personnel staff, is linked to the economic services department and is included in the Public Employment Offer for the 2024 financial year. It is reserved exclusively for the internal promotion shift, in accordance with article 296 of the Recast Text of the Municipal and Local Regime Law of Catalonia (Legislative Decree 2/2003) and article 55.2 of the Recast Text of the Law of the Basic Statute of the Public Employee (Royal Legislative Decree 5/2015). The announcement is signed by the mayor, Pere Virgili Domínguez, dated September 3, 2026.
Requirements for applicants
To be admitted to the process, applicants must meet the following requirements on the closing date for the submission of applications and maintain them until taking office:
- Be a career civil servant of the Roda de Berà City Council in active service, special services, or services in other administrations, in a body, scale, or subscale of subgroup C2 or equivalent.
- Have a minimum of two years of seniority in active service in subgroup C2.
- Possess a Baccalaureate, Technician degree, or equivalent, or meet the requirements of Additional Provision 22a of Law 30/1984.
- Not suffer from any physical or psychic illness or defect that prevents the exercise of the functions.
- Not have been dismissed through disciplinary proceedings nor be disqualified from the exercise of public functions.
- Accredit knowledge of the Catalan language at a proficiency level (C1 certificate), except for exempt persons.
- Have paid the registration fee, set at 6 euros according to Fiscal Ordinance no. 6.
Submission of applications and development of the process
Applications must be submitted through the City Council’s electronic registry, using the standardized form available on the electronic office, within the non-extendable period of 20 business days counted from the day after the publication of the summary of the call in the Official Gazette of the Generalitat de Catalunya. The DNI, the required degree, the Catalan certificate if applicable, proof of payment of the fee, and the list of merits must be attached to the application.
The selection process is carried out as a competitive examination (concurs oposició), consisting of an examination phase involving the resolution of one or two practical cases related to the administrative procedures of the economic services area, and a merit phase in which professional experience, academic qualifications, training, proficiency in Catalan and foreign languages, and digital competencies (ACTIC) are assessed. The qualifying tribunal will be chaired by the Secretary of the City Council and composed of career civil servants, respecting the principle of parity.
Appointment and appeals
Once the grades are published, the presidency of the corporation will resolve the appointment of the proposed person within a maximum period of ten days. The appointed candidate will have thirty business days to take office, counted from the day following the publication of the appointment in the BOPT. Against the agreement approving the rules, which exhausts the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Courts of Tarragona within two months, or an optional appeal for reversal (recurso de reposición) within one month.
