Robledo destina 31.500 euros a comprar suelo para vivienda protegida

The Robledo City Council has definitively approved budget modification file 3/2026, under the modality of extraordinary credits, for a global amount of 41,500 euros. Of that amount, 31,500 euros are allocated to the acquisition of land for social housing and 10,000 euros to the purchase of land for a sports facility. The agreement is published in the Official Gazette of the Province of Albacete number 123, dated October 21, 2026, Third Section (Local Administration), page 38, with official reference 27.713, and is signed by the mayor, Fabio Garví Díaz.

The definitive approval occurs after the public exhibition period has elapsed without any claims being filed against the file. The announcement is supported by article 169.1, by referral from 177.2, of the consolidated text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5.

The process began with the initial approval by the Plenary of the Corporation, published in the Official Gazette of the Province of Albacete number 106, dated September 11, 2026 (reference 22.606), where the file was exhibited for fifteen business days for the submission of allegations to the Plenary.

31,500 euros for social housing land

The most significant item of the extraordinary credit is application 152-621, titled “Acquisition of land for social housing.” It moves from a current balance of 0.00 euros to a definitive balance of 31,500.00 euros, representing 75.9% of the total budget modification.

This is a newly created credit: the City Council had no prior allocation for this purpose, so the operation establishes for the first time a specific item to purchase land intended for social housing in the municipality.

10,000 euros for a sports facility

The second item, application 342-621 (“Acquisition of land for sports facility”), also starts from 0.00 euros and ends with a definitive balance of 10,000.00 euros. The amount represents the remaining 24.1% of the extraordinary credit.

With both allocations, file 3/2026 covers two distinct land investments: one linked to municipal housing policy and another to sports equipment.

Financing with provincial subsidy and surplus

The modification is financed by two sources, as detailed in the announcement:

  • 760.00 Investment subsidies Provincial Council: the forecast increases from 25,000.00 to 53,500.00 euros, an increase of 28,500.00 euros.
  • 870.00 Treasury Surplus 2025: the forecast increases from 20,000.00 to 33,000.00 euros, an increase of 13,000.00 euros.

The total increase in forecasts amounts to 41,500.00 euros, exactly the amount of the extraordinary credit. The grant from the Provincial Council of Albacete provides slightly more than two-thirds of the funding (68.7%), while the treasury surplus from the 2025 financial year covers the remaining third (31.3%).

No claims and with possible contentious appeal

The file reaches its final approval through the route of administrative silence provided for in the Local Treasury regulations: as no claims were registered during the public exhibition, the modification is understood to be definitively approved.

Against the agreement, interested parties may directly file a contentious-administrative appeal in accordance with Article 171 of Royal Legislative Decree 2/2004 and Articles 25 to 42 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction. The announcement further specifies that the filing of the appeal will not, by itself, suspend the effectiveness of the act, according to Article 113.3 of Law 7/1985.

Background: 12,000 euros in housing aid

Extraordinary credit 3/2026 is not Robledo’s first housing operation this year. File 2/2026, definitively approved and published in the Official Gazette of the Province of Albacete number 94, of August 14, 2026 (reference 21.798), mobilized 20,000 euros charged to the 2025 treasury surplus, of which 12,000 euros were allocated to application 152-480 “Housing aid.”

That file was completed with 3,000 euros for the regional water canon (161-225) and 5,000 euros for the job position list (920-227). The sequence of both files outlines a sustained line of action: first direct grants to residents and now the purchase of public land.

The operation has a direct impact on the residents of Robledo: the City Council reserves 31,500 euros to acquire land for protected housing, a measure that expands the municipal capacity to promote affordable housing in a small municipality, and adds 10,000 euros for sports land. The majority of the funding comes from the Provincial Council of Albacete, therefore the execution of both purchases is conditional on the effective use of that grant and the committed treasury surplus.
